Research On The Performance Evaluation Of Public Service Of Social Organizations Purchased By Government

The government’s purchase of public services from social organizations is a mechanism for the government to adopt contractual means to achieve public service goals.Since 1995,our country has started the practice of government procurement of services at the local level and achieved well results.In 2013,the General Office of the State Council promulgated the "Guiding Opinions on the Government’s Purchasing Services from Social Forces",and the practice of government procurement of services from social organizations has been gradually carried out in various places.However,due to the late start,lack of experience,and lagging resources in the Northwest region,there are many problems in the practice of local governments purchasing public services from social organizations.The most critical issue is the performance evaluation design and special evaluation of the index system for local governments purchasing public services from social organizations.Based on the actual operation of the virtual nursing home project in Cheng Guan District,this paper focuses on the performance of the Lan Zhou city government’s purchase of public services from social organizations,constructs a performance evaluation index system for the Lanzhou government’s purchase of public services,and evaluates the status of specific projects.The resource dilemma and specific problems in the service process,and based on this,put forward policy recommendations and realistic strategies for optimizing the performance of government purchases of social organizations’ public services,and provide more reference for standardizing government purchasing behavior,harmonious relations between government and society,and improving local government governance.This article is divided into seven parts: The first part is the introduction,which explains the basis of the research topic,the background and significance,and sorts out relevant arguments and research literature at home and abroad;the second part explains government purchases,social organization,public services,and performance Evaluation and other core concepts and put forward the relevant theoretical basis of this research;the third part began to build the Lanzhou City Government to purchase social organization public service performance evaluation index system,first follow the selected conceptual model to determine the first-level dimensions,and then use the literature method to initially formulate specific indicators,Finally,using the Delphi method as the final indicator system,Provide an evaluation framework for the quantitative analysis of the Lanzhou Municipal Government’s purchase of public services by social organizations;the fourth part summarizes the current state of government purchase behavior with virtual nursing homes as the target group,combined with the third part Based on the indicator framework,the Analytic Hierarchy Process is used to empower and evaluate the performance of the Lanzhou Municipal Government’s purchase of public services;the fifth part finds problems based on the evaluation and analysis and analyzes the causes,paving the way for the following countermeasures and suggestions;the sixth part proposes The Lanzhou Municipal Government purchases the optimization path and countermeasures of the performance evaluation of the public service of social organizations;the last part summarizes the full text,from the performance evaluation to the government governance,the corresponding contingency and improvement have been improved in different periods and different regions.
