Research On The Government Function Fulfillment In The Development Of Characteristic Agricultural Industry

Jingning County is located in the hilly and gully region of the Loess Plateau,which belongs to the warm temperate semi humid and semi-arid climate.It is a big apple planting County,known as "the hometown of apple in China".The apple industry has become the agricultural characteristic industry of Jingning County and the main source of farmers’ income.Active government behavior is an indispensable key link in the process of agricultural modernization.It plays a very important role in making up for the deficiencies and defects of the market,improving the industrial structure,reducing transaction costs and promoting the orderly development of the industry.In recent years,Jingning County has actively played the role of the government and taken various measures to help the masses develop the apple industry,the planting area of fruit trees has expanded rapidly at the rate of tens of thousands of Mu every year,and the apple industry has entered the fast lane of high-quality development.However,there are still many problems compared with the characteristic agricultural industry development trend of "service humanizatio,products optimization,develop greenization,industrial modernization and competition internationalization ".This paper takes Jingning apple industry as an example to study the government functions of Jingning local government in promoting the development of characteristic agricultural industry.Guided by the new public service theory,government function theory and market failure theory,this paper makes a basic and comprehensive understanding of the government function performance in the development of apple industry in Jingning County by consulting a large number of literature,questionnaires,on-the-spot visits and interviews,and summarizes and describes the status of the government function performance in the county in the development of apple industry.And according to the literature review and data analysis summarized main problems of government functions to perform appear stage,such as: inconsistent overall planning,weak public service awareness,inadequate policy support,inadequate market supervision,low publicity and marketing efforts,and further analyses the reasons for the problems in the performance of local government functions in Jingning County in the development of apple industry.Finally,from various perspectives,the paper puts forward some suggestions to optimize the performance of local government functions in the development of apple industry,such as overall planning and strengthening toplevel design,innovating publicity and marketing mode to build brand awareness,strengthening the main responsibility to implement the effectiveness of supervision and management,strengthening infrastructure and service system construction,strengthening team building and promoting the strategy of strong talent results,and optimizing and integrating resources to develop the digital apple industry.In order to provide reference for the optimization of government functions and promote the healthy,fast and sustainable development of Jingning apple industry.
