Research On The Optimization Of Administrative Contract Management Under The Background Of Digital And Legalistic Government Construction

Rule by law is the way to govern a modern country.As socialism with Chinese characteristics has entered a new era,the legalization of social governance has been promoted to an unprecedented height.Digitalization is not only the trend of the times,but also the great opportunity at present.We should conform to the general trend of development,use digital technology,thinking,cognition,to rebuild the system mechanism,organization structure,way process,means and tools of the construction of rule of law in an all-round way,and strive to build "digital rule of law".At present,in the critical period of urban transformation and development,the number of government-led contracts for attracting investment and government investment has been increasing,it has become an important means and method for the government to achieve the goal of administration by administrative contract.However,due to the lack of special law on administrative contract,the administrative contract management system is still not perfect,the contract is not standardized,the contract is delayed,the contract can not be performed,and the relief difficulties occur from time to time.Therefore,it is of great theoretical and practical significance to study the optimization of administrative contract management and to guard against the risks of contracting,performing contracts,performing duties and disputes.Taking the o district of w city as an example,based on in-depth investigation and guided by "digital rule of law",this paper studies the problems existing in administrative contract management,analyzes the causes of the problems,and relies on technologies such as big data,cloud computing,artificial intelligence,blockchain,etc.,to explore a new model of administrative contract management and supervision,to build a digital administrative contract management platform,to help improve the government’s governance capacity.The study shows that the administration contract management in o district of w city has its success,but there are some problems,such as contracting risk,performing risk,performing risk and dispute risk,the reason is the lack of awareness,management,supervision and law,we should take measures to improve the mechanism,optimize the platform,optimize the administrative contract management,and promote the local economic and social development.The contribution of this paper is to combine the study of administrative contract management with the construction of digital rule of law by analyzing the typical cases at the grass-roots level.This paper puts forward the viewpoint of the whole process supervision and digital supervision of the administrative contract,and provides some suggestions for the optimization of the administrative contract management in o district of w city,and also provides some new ideas and countermeasures for the optimization of the administrative contract management in the whole province and even the whole country.
