A Research Of The Present Chinese County-Level People’s Congress System

The regime construction is a longtime constitutional project.The report of the19 th National Congress of the Communist Party of China explains new requirements for the People’s Congress system from three perspectives: constitution,politics and the principle of sovereignty.As the election matrix of the whole People’s Congress system,the County-level people’s Congress system plays an important role in the whole people’s Congress system.Therefore,the County-level People’s Congress system is an excellent observation point for the People’s Congress system and how our regime works.This research attempts to understand the present County-level People’s Congress system from the general theory of representation,constitutional norms and political narrative.Through the retrospection of political theory and social theory,we try to find the orientation and characteristics of People’s Congress system in the theoretical prospect and fundamental principles of representation.On the other hand,we try to determine the normative requirements of constitutional norms for the County-level People’s Congress focusing on the nature of the organ of power and its local elements by using the research method of normative constitution.And to respond to relevant academic debates.Through the analysis of the Communist Party’s latest political requirements for the work of the People’s Congress,focusing on the relationship between the County-level People ’ s Congress and the local Party committee,the relationship between the County-level People’s Congress and the people as masters of the country,and the relationship between the County-level People’s Congress and the requirements of promoting the rule of law in the county,we try to comprehend the logic and problems in the process of County-level People’s Congress operation.This research attempts to prove that there are many kinds of narratives about the people’s Congress System in the existing constitutional framework of our country.These narratives seem to have tension,but in fact they are organically integrated.Through multiple perspectives and different narratives,we can glimpse the normative appearance of the County-level People’s Congress System in chaos,and the County-level People’s Congress is bound to play a greater role in county governance and regime construction.
