A Study On The Necessity And Feasibility Of Adding Overseas Chinese Representatives To The Structure Of People’s Congresses

This article discusses the necessity and feasibility of electing overseas Chinese People as deputies in the National People’s Congress(NPC)by analysising some theories and practices in the perspective of optimizing the composition of NPC.Overseas Chinese People are precious and unique resources which have played an active role in promoting the development of China.Deputies of overseas Chinese People had been established in NPC at the beginning of the founding of New China and abolished because of various complicated historical reasons in the 1980’s.Since the political and economic environment has been changing in recent years,overseas Chinese People,especially the NEW ONES are growing to be more indispensable and they are calling for protecting their political rights actively.Since the People’s Congress System is the basic system of the People’s Republic of China,it is constitutional and legal to elect overseas Chinese People as deputies since they are Chinese citizens which would boost the democratic universality of NPC.
