The Psychological Motivation And Governance Mechanism Of Public Officials’ Corruption

Since the 18 th National Congress,China’s anti-corruption work has made great achievements and written a new chapter of “Self-revolution”.However,as the anti-corruption efforts in the new era continue to increase,there are still some public officials who refuse to stop and converge,turning corrupt behavior into more covert and more diverse activities,which will greatly increase the difficulty of anti-corruption work in the new era.As a result,a contradiction is formed: the anti-corruption efforts have been increased,the system and mechanism have been continuously improved,but corruption activities are still endless.It also put forward new questions on how to further promote the construction of honest and clean government in the new era.In the process of building an honest and clean government in the new era,the party central committee proposed to “Form a mechanism that does not dare to,be unable to and has no desire to commit corruption.” At the fourth plenary session of the 19 th Central Commission for Discipline Inspection,General Secretary Xi made another speech on the“Three non-corrupt” mechanism,and pointed out that “Dare not corrupt,unable to commit corruption,and have no desire to commit corruption are organic whole.It is not a three-stage division,nor is it a separation of three links.It is necessary to open up the internal connections of the three.” Therefore,“have no desire to be corrupt” and “dare not corrupt”,“can not corrupt”have the same importance.But the reality is that for a long time,whether it is in the field of practice or in the academic field,the level of attention and importance to “have no desire to be corrupt” is far less than that of “dare not to be corrupt” and “cannot be corrupted.”However,the reality is that for a long time,whether it is in the field of practice or the academic field of clean government,the degree of attention and attention to the subjective psychological factors of corruption has been low,and it is far inferior to the governance of objective factors of corruption.In this regard,this paper focuses on the causes of the “desire to commit corruption”of corrupt public officials screening Confessions published on the websites of the Central Commission for Discipline Inspection and the state supervision and Administration Commission,the Supreme People’s Procuratorate,and the China judicial documents website,finally,200 cases of confessions of corrupt public officials were retained as an empirical study sample.Based on the mechanism of corruption,a theoretical analysis framework of the combination of attribution theory and enrichment effect theory is proposed.By extracting the core keywords of the sample,and combining objective information factors such as “Corruption cycle”,“Rank”and “Whether or not first fiddle”,the psychological types of corruption of public officials before engaging in corrupt activities are summarized as follows:the psychology of greed and pleasure,the psychology of power manipulation,the psychology of imbalance,the psychology of Crowd psychology,the psychology of luck,and the psychology of benefiting relatives and friends.In addition,the causes of psychological corruption in-depth analysis,specifically from the social,political ecology,family and public officials from their own four points of view.This paper thinks that we should construct the relation between the subjective and objective factors and put forward more pertinence and directivity measures,so as to achieve the aim of regulating the psychology of “desire to commit corruption”.To this end,this paper proposes to strengthen the management of public officials,such as: the psychological test in the recruitment system,the restraint mechanism in the management process and the improvement of the corresponding incentive and guarantee mechanism;Through the influence of social psychology on the individual psychology of public officials;reasonably strengthen the supervision of the relatives of public officials,guard against the spread of deferred power;and strengthen the supervision and punishment,especially to strictly follow the principle of the appropriate crime and punishment.Therefore,from the root to further strengthen the public officials “desire to commit corruption” psychological governance,to promote the integrity of the improvement and implementation.
