| The report of the 19th National Congress proposed that we should strengthen the deterrent to corruption,lock up the cage that can not be corrupted,and enhance the consciousness that you do not want to rot.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China specifically "build an integrated promotion of the system of institutional mechanisms that dare not corrupt,cannot corrupt,and do not want to corrupt",as an important content of adhering to and improving the Party and state supervision system,and deployed in a separate column.Therefore,"strengthening the consciousness of not wanting to corrupt" is an important task of the Party building work of the Communist Party of China in the new era.Through the study of the requirements for the appointment and selection of cadres in the corruption prevention mechanism,the construction of cadres’ style of work and ideological and political education mechanism,the anti-corruption measures in the discipline supervision work,the guarantee mechanism of wage and welfare treatment of public officials and the establishment of a foundation that does not want to corrupt with the mechanism of dare not be corrupt edgy,we find that the current situation of our country "does not want to corrupt" The construction of the corruption prevention mechanism from the perspective has achieved considerable results:the requirements of moral integrity are paid attention to and recognized when the recruitment and selection of public officials in our country,the measure and confirmation criteria of the moral integrity requirements of the personnel entering the public service have been deployed in detail;Ideological and political awareness has been greatly enhanced;the discipline supervision in the new era has achieved a more complete monitoring measure before the law,and the establishment of the Monitoring Committee is an initiative to create;and the overall steady growth of the salary and benefits of public officials is more competitive with the various industries.The deficiency lies in:the public service motivation has not been included in the entry prerequisites,the lack of evaluation mechanism.The enforcement measures of disciplinary supervision are weak,the public anti-corruption consciousness and the public official’s anti-corruption consciousness are not formed,and the system anti-corruption lacks a broad and good social anti-corruption foundation.The system of wages and benefits for public officials adapted to economic development in line with national conditions has not yet been established.The transparency of the information on the integrity of the operating funds of the organs is not high.To better improve the anti-corruption prevention mechanism that cadres do not want to corrupt,the following measures can be taken:the mechanism for the appointment and selection of cadres should improve the standard and mechanism construction of the selection and management of the scientific appointment of public officials,improve the implementation mechanism of moral standards and public service motivation;Pay close attention to the work style of the "key minority"cadres,establish the leadership demonstration effect,create a positive social environment for corruption prevention and create a positive grasp of cultivating the social anti-corruption atmosphere to enhance the public’s awareness of anti-corruption,dig deep into the government’s operational potential to ensure anti-corruption,and promote a virtuous cycle of corruption prevention. |
