In 2010,Arizona enacted a piece of immigration legislation called “Support Our Law Enforcement and Safe Neighborhoods Act”,“S.B.1070” for short.The act stipulates that illegal entry and residence of foreigners in Arizona is a state misdemeanor,illegal immigrants are not allowed to work or hunt jobs in Arizona,and law enforcement officers are allowed to intercept,arrest and deport illegal immigrants.After the passage of the bill,it has aroused great concern and controversy.Most people believe that the bill will lead to racial profiling and racial discrimination against Hispanic groups,and will lead to violations of civil rights.Subsequently,the domestic cities triggered a large-scale protest movement to boycott the bill.The federal government subsequently appealed against the bill and sued it for unconstitutionality,called “Unite States vs.Arizona”.Finally,the case was appealed to the Supreme Court of the United States.The Supreme Court ruled that some provisions in the bill were unconstitutional and prohibited.So far,the dispute between the Arizona government and the federal government of the United States on immigration jurisdiction caused by the bill ended with the victory of the federal government of the United States It is another victory for the mainstream values of American society and federalism principles.Arizona’s “S.B.1070” is the inevitable result of the serious situation of illegal immigrants in the United States and the failure of the federal government’s immigration policy reform.When the problem of illegal immigrants is becoming more and more serious and the federal government’s immigration reform is stagnant,the Arizona government tries to seek state level immigration legislation to solve the problem of illegal immigrants.However,the federal government has always been highly controlling immigration power,and never easily decentralizes Immigration control power to the state and local governments,which will inevitably lead to a dispute between the federal government and the state government on immigration management power.Due to the existence of the Supremacy Clause of federal law and the prevalence of the mainstream values of human rights and equality in America,the failure of Arizona’s “S.B.1070” is inevitable.So far,the federal government can not implement effective immigration policy reform,and the local governments represented by Arizona failed to participate in immigration supervision.The United States still has not got out of the dilemma of illegal immigration and immigration reform,and there is a long way before American immigration legislation.
