With the unbalanced regional development in Guangdong Province as well as the large population of Puning county,it is inevitable for residents of a county-level city like Puning, which is not even a third-tier city,to leave for a first-tier city like Guangzhou or Shenzhen to make a fortune. It is an opportunity to go to other places to work or do business to make a living. However, due to the shortage of high school education resources in other places,it becomes a challenge for Puning’s children to receive ordinary high school education in other places after the compulsory education. Therefore, more and more children of Puning migrant workers have chosen to return to Puning to study in ordinary high schools, and once again to be left alone. This group of left-behind high school students show a series of in-adaptations in academic, psychology, life and other aspects, which not only causes mental burden to their parents who work in the first-tier cities, but also affects the normal teaching order of some schools. This problem is one of the concrete manifestations of the government’s unbalanced allocation of educational resources and unfairness in education.Under the education policy of vigorously improving the quality of the people,Puning government has a duty to implement and enforce the law of the national education(especially in ordinary high school education)more effectively and realize the upward mobility in education for the children of migrant workers of Puning so as to make it possible for the children of migrant workers to enjoy high-quality educational resources in Puning.
