Study On Criminal Classification Management Of Yunnan Province

Scientific classification and management of prisoners,is not only the cornerstone of prison reform work,but also one of the core works of prison offender management.Constantly improving the quality and standard of criminals’ separate custody,management and education,build and perfect a system of classified offender management,establish benign mode of “gradient transfer”,“demand pulling” and “pointed appliances”during offenders’ custody,achieve a goal that successfully reforming prisoners and reduce the recidivism.It embodies in general the ultimate aim and key value of regulatory reform.Historically,China’s system of classified management of criminals came into being earlier.In ancient society,the management system such as holding prisoners for mercy,separate custody,classification and treatment appeared.In modern times,chinese classified management of prisoners in prison took the western capitalist prison system as an example to learn from,and our classification according to elements and separate custody was settled but it was not perfect.After the founding of the People’s Republic of China,the classified management of criminals has gone through several important periods,thus a set of operational systems came into being,and has been standardized and developed,which played a very important role in the development of China’s modern prison management and penalty execution system.However,due to the limitation of many factors,the classified management of criminals has not been studied deeply and its development has been lagged behind.At present,it can’t meet the needs of the management of criminals in modern prisons,and it still needs to be explored and improved continuously.Based on the perspective of public management and on the basis of previous studies and practices,this paper,by comparing the advantages and disadvantages of Chinese and foreign classified management systems for criminals,takes the classified management of criminals in prisons in Yunnan Province as an example to conduct empirical analysis and research and analyze the existing problems and causes.This paper elaborates on the practical contents of the classified management of prisoners in X Prison in Yunnan Province,and summarizes the practices that have promotion value.In view of these problems,the corresponding countermeasures are put forward.In order to puts forward some references for the classified management of prisoners in prisons in Yunnan Province.
