Research On The Modernization Of The Governance Ability Of Z Township In Jiangxi Province

Rural governance is the extension of national governance to the grass-roots level,and also an indispensable part of national governance,which has long been concerned by people.The goal and content of rural governance are inseparable from national development.Changes in the main social contradictions also put forward higher requirements for rural governance capacity.The degree of modernization of rural governance capacity not only affects the effectiveness of rural governance and the overall revitalization of rural areas,but also affects the overall situation of national construction and development.Through reading and sorting out the literature materials of domestic and foreign scholars in this field,it is considered that to realize the modernization of rural governance capacity,we should enhance the ability of rural autonomy,rule by virtue and rule by law,and then form the governance combining the three governance modes.As one of the rural representatives,Z Township of Jiangxi Province respectively explored the practice of self-government,the construction of rule of virtue and the construction of rule of law,which formed the preliminary structure of rural governance system.However,there are deficiencies in the ability of self-governance,rule of virtue and rule of law of Z Township,as well as the ability of combining the three governance modes,which restricts the realization of the modernization of Z Township’s governance ability and also hinders the implementation of the rural revitalization strategy of Z Township.The problems existing in the governance ability of Z Township are mainly reflected in the lack of cultivation of autonomous subjects,the weak binding force of rule by virtue,and the inability to effectively resolve conflicts and disputes.The reason is that the current governance capacity of Z Township does not meet the national requirements for the governance capacity of Z Township and the villagers’ expectations for the governance capacity of Z Township,which affects the modernization process of the governance capacity of Z Township.In the process of the study on the modernization of governance capacity of Z Township,the theory of holistic governance was applied to regard the village and its governance capacity as a whole,so as to analyze the gap between the overall governance capacity and modernization standards.This paper also uses the theory of multi-center governance to make multiple subjects participate in the process of improving the ability of Z Township autonomy,rule by virtue and rule by law,and promote the ability of combining the three governance modes.In addition,the practical effect of the modernization of governance capacity of Z Township is analyzed by using the theory of sustainable development,so that the governance capacity of Z Township can meet the national requirements of governance capacity of Z Township and the villagers’ expectations of governance capacity of Z Township,so as to realize the modernization of governance capacity of Z Township.The research on the modernization of governance capacity of Z Township in Jiangxi Province aims to provide decision-making basis for the formulation of urban and rural governance policies by governments at all levels and their relevant departments,and to provide theoretical guidance and countermeasures for further improving the governance capacity of Z Township,realizing the modernization of governance capacity of Z Township and promoting rural revitalization.
