| With the continuous development of China’s economy and social progress,cities have an increasing demand for NIMBY facilities.However,the construction process of NIMBY facilities has led to many NIMBY conflicts.The "NIMBY Dilemma" poses a huge challenge to local governments,and it is a difficult problem faced by government managers,policy makers and academic researchers.In this paper,based on the study of the new age to avoid conflict,first by using literature method,case method,interview method,such as research methods,combined with the guangzhou zengcheng conflict cases A converter station construction,points out the new era adjacent to avoid conflict with residents rights consciousness is more intense,appeal to the more diverse,the organization forms,characteristics such as higher conflict uncertainty.Then,the paper analyzes the causes of NIMBY conflict under the background of the new era by using the theoretical basis of the main contradiction of society,risk society and public crisis management.The author believes that the lack of attention to the interests of residents,the lack of effective participation of residents,the imperfect system and mechanism,and the inadequate publicity and education of NIMBY facilities are the causes of NIMBY conflicts in the new era.Finally,this paper starts from the aspects of safeguarding residents’ interests,improving residents’ participation,providing system construction,strengthening publicity and education,etc.Were put forward to avoid adjacent residents as the center,give reasonable compensation,cultivate residents the right to participate in consciousness,establishing the equality in the platform of communication,completes the adjacent facilities construction avoidance system top design,set up modern public crisis management system,popularize knowledge of science and technology to improve resident identity of adjacent facilities,strengthen the rule of law education to improve the residents’ awareness of the rule of law,etc.Countermeasures and Suggestions.This is of great significance to effectively resolve NIMBY conflicts in the new era and promote the modernization of NIMBY governance in China. |
