Research On The Development Of Rural Collective Economy Leading By Primary Party Organizations

Leading the development of rural collective economy by the primary Party organizations is the essential requirement of the construction of the governing ability of the primary Party organizations.Enhancing the Party organization’s ability to lead the rural collective economy is not only an important guarantee for implementing the rural revitalization strategy and realizing the goal of agricultural modernization,but also a key subject for consolidating the Party’s ruling foundation.For a long time,collective economy is not only the "economic channel" for farmers to increase their income,but also the "political media" for grassroots party organizations to connect the rural masses,maintain the rural social and economic order and consolidate the ruling foundation.Both the social service function carried by the collective economy itself and the "empathy" consciousness contained in the collective life provide a reasonable premise for exerting the leading function of the primary Party organizations.However,with the diversified development of the rural society,the leading role of the primary Party organizations on the collective economy appears a slight trend,and the problem of ability panic needs to be solved urgently.This paper takes X town,J city,Jiangsu province as a case to investigate and study the rural collective economy led by primary Party organizations.The investigation found that in the process of leading the collective economy,the primary Party organizations in X Town actively played the role of path planning,organization and leadership,resource integration,etc.,focused on improving the policy environment for the development of the collective economy,enhancing the degree of profitability of the collective industry,and creating the closed-loop ability of the primary Party organizations to lead the development of the collective economy.However,the primary Party organizations also faces many obstacles in the process of leading the development of rural collective economy.The conditional restrictions between resources and policies,of course,limit the play of the planning function of the primary Party organizations,the failure of the mobilization of primary Party organizations,as well as the weakness of planning and execution,also make the collective economy after the reform of taxes and fees did not cultivate new endogenous power.The superposition of the "short board" among the external environment of the collective economy,the function of the party organization and the ability structure of the members of the organization makes the development of the collective economy face the triple dilemma of "people","money" and "road".In the new period,the primary party organizations should take promoting the rural revitalization strategy and agricultural modernization as the goal,and release the leadership and governance effectiveness in the process of leading the development of rural collective economy.At the macro level,the primary party organizations should highlight the cohesive role of the collective economy in consolidating the achievements of poverty alleviation and the rural revitalization strategy,clarify the content of the leadership function,break through the functional boundary,and mobilize the initiative and enthusiasm of the organization members to participate in the development through the supervision and incentive mechanism.In concrete terms,party organizations at the grass-roots level to ensure that the organization optimization and the function is perfect "principle,strong hands",not only to the new collective economy development characteristics,enhance the party organization in the institutions,the party member troop,talent structure rationalization degree,also want to break through the bottleneck of social service function,on the financing,planning,mode,to provide effective guidance and help,and make full use of the collective economy development,improve the quality of public service,transfer the rural masses participation,foster collective economic perpetual development of endogenous power.
