Rural grassroots party organizations are the most direct practitioners and organizers in the construction of the new socialist countrysides and the implementation of the rural revitalization strategy.Strengthening the construction of rural grassroots party organizations is the demand of historical development process.It is also the inner requirement for promoting the modernization of rural governance capability and governance system.It is required by implementing the strategy of rejuvenating the countrysides.It is necessary in upholding and strengthening the party’s overall leadership in rural areas,which can help it play the role of fighting forts.All in all,it is the essential requirement for an all-out effort to enforce strict Party discipline.Since the 18 th National Congress of the Communist Party of China(CPC),the Central Committee with Xi Jinping at the core has made historic achievements and historic changes in promoting agricultural and rural development,upholding and strengthening the Party’s overall leadership over rural work.Since the 19 th National Congress of the CPC,the No.1 document of the CPC Central Committee has emphasized the role of rural grass-roots Party organizations in poverty alleviation,rural revitalization,and promoting the modernization of rural governance capacity and governance system when mentioning the construction of grass-roots Party organizations.At the same time,the CPC Central Committee issued the Regulations on the Work of the Communist Party of China’s Rural Grassroots Organizations and the Regulations on the Rural Work of the Communist Party of China,which emphasized the importance of building rural grass-roots Party organizations and defined the responsibilities and tasks of rural grass-roots Party organizations.Rural grass-roots party organization is the core of leadership of the Party in rural work,which shoulders the responsibility for the rural economic,political construction,as well as the construction of spiritual and ecological civilization,realizing rural revitalization.Therefore,the construction of rural grassroots party organizations must be strengthened,which needs to establish and perfect a long-standing mechanism to better overcome the deficiency of the existing rural grass-root party construction,promote the revitalization of the implementation of the rural strategy,boost the modernization of rural governance system and management ability and play a role as the battle fortress in the rural grass-roots Party organizations.The purpose of this study is to enrich the research results of the construction of rural grass-roots Party organizations in the new era and provide suggestions for the construction of a long-term mechanism of rural grass-roots Party organizations.The paper reading presents policy sorting and theoretical summary of the construction of rural grass-roots Party organizations with a comprehensive grasp of the overall requirements for the rural grass-roots Party organization construction and understanding the overall task of rural grass-roots Party organization construction in the new era.The questionnaires and interviews on rural grassroots party organizations in Baoding,Hebei province reveals the deficiencies of long-term mechanism in the rural grass-roots party organization construction.The common problems are summarized and the cause of deficiencies are analyzed.And at the same time the benefits from the experiences and the successful cases in the past are drawn.Combined with the new requirement for the rural grass-roots party organization construction in the new era the proposal of the construction of the long-term mechanism on the rural basic-level party organization is put forward.Under the background of the new era,this paper sorts out and analyzes the deficiencies and causes of the long-term mechanism of the construction of rural grass-roots party organizations,and elaborates the long-term mechanism of the construction of rural grass-roots party organizations.This paper mainly consists of four parts.The first part is the introduction,which elaborates the background and research significance of the topic,sorts out the current research situation at home and abroad,determines the research ideas and methods,and defines the key points,difficulties and innovation points of the paper.The second part is about the concept,theoretical basis and significance of the long-term mechanism of rural grass-roots Party organization construction.According to the different definitions of the long-term mechanism of the construction of rural grass-roots Party organizations in the academic circle,the concept is explained Party organization construction.The third part is based on the investigation and study of the status of the rural primary level party organizations in the city of Baoding,Hebei province.The current situation and problems of the construction of the mechanism of rural grassroots party organizations are analyzed and classified.The achievements and the deficiencies existing in the long-term mechanism construction in the rural grass-roots party organization construction are extracted and the causes are analyzed.The fourth part is about the construction of the long-term mechanism in the construction of rural grass-roots Party organizations.In the new era,the construction of rural grass-roots Party organizations should adhere to the principles of seeking truth from facts,advancing with the times,scientificity and integrity,and put forward the establishment and improvement of the long-term mechanism of the construction of rural grass-roots Party organizations.It mainly includes the leadership responsibility to establish and perfect the rural grassroots cadres long-term mechanism,establish and improve the rural party members’ theoretical study long-term mechanism,establish and improve the assessment of rural grassroots party organizations and long-term incentive mechanism,establish and improve the mechanism of supervision in the rural grass-roots party organization so management of the organization.
