The teacher appointment system refers to a way in which the school or the education administration department employs teachers through contracts or covenants.The method of adopting the appointment system of teachers has been used in many countries around the world.In 1985,my country issued a plan to reform the education system,and the principal responsibility system began to be gradually implemented in our middle schools.In 1986,the teacher appointment system emerged,and it has been gradually promoted and developed to the present.The main reason for the promotion of the teacher appointment system is that the system has obvious advantages.On the one hand,it can enhance the sense of responsibility and mission of teachers,and on the other hand,it can reject people who do not have the ability to teach.In view of this,most schools will select suitable candidates based on the school’s own needs when employing the appointment system to recruit teachers.At present,schools have adopted the appointment system to hire teachers for many years,and the team of appointment system teachers is gradually expanding.However,during the implementation of the appointment system,there have been many incidents of infringement of teachers’ rights and interests.Research on this can make teachers aware of the importance of protecting their rights and interests from infringement,which is still very important from a legal and social perspective.Also,it can also play a role in quickly improving teaching efficiency and quality.How to protect the rights and interests of teachers under the appointment system has become the focus of academic research.This paper analyzes the status of the protection of teacher rights and interests under the background of the appointment system,and selects the current situation of the protection of teacher rights and interests under the background of the teacher appointment system in A Middle School as the research object.Two research methods including questionnaire survey and interviews,are used to find out the defects and put forward solutions based on various aspects.The specific research contents are as follows: First,the introduction part.It mainly consists of research background,significance,research reviews,content and methods,etc.Secondly,it specifically elaborates the concepts and theories related to this article,such as teacher rights,teacher appointment system,appointment system teachers and stakeholder theory,modern education management theory,etc.At the same time,it analyzes the development process of the appointment system for middle school teachers and the impact on teachers’ rights and interests in different stages,and puts forward the content of the protection of the rights and interests of middle school teachers.Thirdly,taking A Middle School as a research case,it analyzes the basic situation of protecting teachers’ rights and interests under the teacher appointment system it uses.Through the review of rules and regulations,the basic situation of the school’s appointment system reform was studied.In the process,questionnaires were used to understand the problems faced by the school in the protection of teachers’ rights and interests and the causes of the problems.Then,based on the above research results,a plan to effectively protect the rights and interests of middle school teachers under the appointment system is proposed,which is divided into: the level of legislative and law enforcement--strengthen legislative and law enforcement,the level of administrative management--strengthen education on teachers’ rights,the level of school management--improve management institutional guarantees,the level of home-school cooperation--build a harmonious social relationship between home and school,and the level of teachers--strengthen awareness of safeguarding legitimate rights and interests.Finally,the research is summarized.Since the case selected in this study is a unique case,it is highly targeted,and it can also provide advisory suggestions for the protection of teachers’ rights and interests in other schools,which is of great significance.It is hoped that the author’s research can improve the relevant theories,and at the same time,it can play an active role in promoting the professional development of the appointment system teachers,and hope that the suggestions made in this article can provide reference and suggestions for the reform of the teacher appointment system. |
