Study On The Grass-roots Discipline Inspection And Supervision System In Jiangsu Province

At the 19th CPC National Congress,Central Committee of the Communist Party of China did the plan for discipline inspection and supervision and set up its goal,that is to win an overwhelming victory of struggling against corruption.Discipline inspection and supervision at the grass-roots level is one of the important components of the Party’s discipline inspection work,and it has been playing an indispensable role on the road of anti-corruption as an important force to strictly control the Party at the grass-roots level in an all-round way.In order to carry out the policy spirit of the Party Central Committee on promoting the extension of strict Party governance to the grass-roots level,focus on self-purification,self-perfection,self-renewal and self-progression of Party officials,the system discipline inspection and supervision at the grass-roots level of Jiangsu Province must attach great importance to the innovation work and effectively implement the requirements of strict Party governance and upright conduct and discipline at the grass-roots level.Jiangsu Province,as a major economic province,with the development of social economy,the demand for anti-corruption work at the grass-roots level has been further improved.In recent years,the system of discipline inspection and supervision at the grass-roots level in Jiangsu Province presents many problems.The frequent occurrence of violations of laws and regulations and the increasing severity of them make the anti-corruption work more difficult.As it is still in the stage of development,and is constrained by multiple and complex factors in practical work,it is particularly meaningful to have a discussion.This research clarifies the basic concepts of the system constituent elements of discipline inspection and supervision by consulting literature.It takes governance theory,system prevention corruption theory and power balance theory as theoretical tools,uses literature research,case interview and questionnaire survey as research methods to study and analyze the operation system of discipline inspection and supervision at the grass-roots level.Through visiting the grass-roots discipline inspection and supervision organs in Jiangsu Province,we have a thorough understanding of the duties and main working processes of the grass-roots discipline inspection and supervision organs.Combining with the new features ofanti-corruption and the spirit of the report documents of the Nineteenth National Congress of the Communist Party of China,we have made a thorough analysis of the operation system of the grass-roots discipline inspection and supervision organs in Jiangsu Province,and found that there are many problems in it,like the institution setting,team construction,restriction of powers and reward and punishment mechanism and so on.In this regard,it is suggested that Jiangsu Province should improve its operational system of discipline inspection and supervision at the grass-roots level by strengthening internal and external supervision and assessment of the system,strengthening the construction of the access system for discipline inspection and supervision cadres,promoting the system of training cadres on appointment,improving the mechanism of training cadres and strengthening professional competence,implementing the merger of anti-corruption institutions step by step,and building a "Four-You" anti-corruption team,and improving and perfecting the system.The reward and punishment mechanism should be strengthened to encourage the spirit of example.
