In recent years,the aging problem is increasingly prominent in China,and the pension needs of the old need to be solved quickly.It has been more than three years since the Beijing Working Committee on aging issued the opinions on the construction of community pension service stations in 2016.The rise of community pension service stations undoubtedly provides a new way for the Home-based Care Services.This study will analyze the main problems faced in station in the construction and operation process,and explore how the policy of community pension service station led to some practical problems,and then to evaluate the effect of the policy.Based on the theory of welfare pluralism,The main data collection ways are unstructured interview survey and Participatory observation.It is of practical significance to explore how the optimization of policy to support for promoting the sustainable development of community pension service station.And that is of theoretical significance to the application of rich welfare pluralism theory.The study found that the problems faced by the development of community pension service station are mainly in the following aspects: single source of funds,difficult to balance income and expenditure,limited supply conditions of service items,weak professionalism of service personnel,traditional concepts affecting occupancy rate,weak market development ability,etc.Some of these problems are due to the insufficient agreement between the policy and the actual situation in rural areas,the insufficient mobilization of multiple strength,and the insufficient support from all departments of the government.The policy need to be improved and refined.Therefore,this paper offer two proposals: first,policy formulation should fully consider the actual situation in rural areas and the differences between urban and rural areas,and increase more policy documents with targeted guidance according to local conditions;second,protruding the policy guidance,bringing the multiple strength into pension services.And based on this,this article makes a professional reflection on the structural dilemma of social work organizations embedded in rural areas’ pension services and the effective path of social work participating in the development of rural areas. |
