Research On Community Governance Model In China Under The Background Of Social Transformation

With the advance of the task of building a moderately prosperous society in an all-round way,the party and the state have stressed the innovation of social governance and the creation of a modern governance pattern of co-governance,co-construction and Shared benefits.As the end and key link of the national governance system,the transformation of urban grass-roots social governance to modern governance is very important.The social governance of the urban grassroots is mainly carried out in the community,so the selection and transformation of the community governance model has become a key issue in the current social governance research theory and practice.Since the founding of the People’s Republic of China,the practice of grassroots construction in China has undergone many changes.This paper takes the governance model of "total factor community" in Chaoyang district of Beijing as the main research object and puts the local community governance practice into the historical development of Chinese urban grass-roots social governance for observation and analysis.This research is divided into six chapters: in the introduction,the author explains the research origin,research basis and academic issues concerned;Then,by means of literature research,the evolution of the grass-roots management system since the founding of the People’s Republic of China is sorted out,and the problems are analyzed and summarized.The third part of this study adopts the basic methods of social investigation such as participatory observation and interview to describe and analyze the governance model of "total factor community" proposed by Chaoyang district,Beijing,and summarize and refine the similarities and differences of this model in different communities.The fourth part of the study is mainly to combine the practice of China’s grass-roots social governance,from the perspective of governance process behind the effectiveness of the model of the mechanism of practice and theoretical discussion;The fifth part discusses the future development prospect of the governance model of "total factor community" in terms of theory,and puts forward further Suggestions for the improvement of the governance model of "total factor community".Finally,the results and shortcomings of this study are summarized and reflected.This study tries to jump out of the current research thinking of community governance which mainly focuses on the "subject and mechanism",focuses on the "community governance process",and focuses on "the basis of community governance and the participation factors in the governance process".This study believes that the solution of the key points of "what to govern","where to govern","who will govern","how to govern",and "sustainable" in the process of community governance is very important,and we must pay attention to each element in the governance process Based on the actual basic conditions of community governance,we will build a three-dimensional community governance network and follow a path of community governance with Chinese characteristics,which is "people-oriented,adapting to local conditions,three-dimensional diversity,Chinese characteristics,and growing together."...
