Study On The Function Mechanism Of Community Police In The Construction Of Public Security Prevention And Control System

China’s current public security prevention and control system is a state-led model that is consistent with China’s past planned economy era and cannot be adapted to the current complex and volatile security situation.In fact,the government is not a monopoly supplier of social security,but a major supplier.The government can organize multiple forces to maintain social security.With the development of the economy,social contradictions have become more and more serious,and various extreme cases have occurred frequently.The public’s demand for public safety has gradually increased,and the construction and improvement of the public security prevention and control system is imminent.History has proved that it is not feasible to control the number of crimes by severely cracking down on crimes.The number of crimes will show a tendency to rise first and then rise,and it is impossible to fundamentally eliminate crimes.It is foreseeable that after three years of anti-corruption work carried out nationwide,network technology and anti-reconnaissance techniques may be applied to crimes,and criminal methods will be more professional and more concealed.How can we use police force more scientifically,break down departmental barriers,and maximize crime prevention with limited police force.As a new type of police service,community policing can transform from passive crime to active crime prevention.This paper is mainly based on the community policing theory,taking the role of community policing in the construction of public security prevention and control system as the research object,and taking Dianjiang County of Chongqing as an example.This paper mainly adopts literature,comparative analysis,questionnaire survey,case analysis,system analysis and other methods.It goes deep into the Dianjiang County Public Security Bureau of Chongqing,obtains first-hand data materials,and conducts surveys,statistics and analysis on residents’ participation in community policing.Provide data support for full-text research.The main innovation of this paper is the use of case study method,close to the reality,not only analyzes the advanced community policing mode at home and abroad,but also takes the example of Dianjiang County in Chongqing as an example to point out the common problems in the implementation of community policing.It can provide reference for decision makers to improve and optimize the community policing mode and public security prevention and control system in the future.
