Theory And Practice Of Xi Jinping’s Overall National Security Outlook

In the new era,China is in the overlapping period of international order reform and domestic transformation and upgrading in various fields.The security situation is becoming more and more complex.Non traditional security issues such as disease and terrorism are intertwined with other traditional security issues.Therefore,in order to ensure the smooth implementation of the "two-stage" strategic arrangement as scheduled,we must establish the outlook of national security,which takes the overall situation into consideration.The 19 th National Congress of the Communist Party of China regards "adhering to the overall national security outlook" as the basic strategy for adhering to and developing socialism with Chinese characteristics in the new era,which fully reflects the realistic urgency of grasping the development trend of security of the times.As the connection point between the outlook of national security and the practice of national security,the outlook of overall national security provides a double guarantee for the construction of a powerful socialist country.Therefore,this paper takes the overall national security outlook as the research content,aiming to clarify the theoretical connotation and practical guidance of this outlook.Guided by the Marxist national security thought,this paper discusses the theoretical and practical problems of the overall national security outlook on the basis of constantly summarizing and learning the relevant theoretical achievements at home and abroad.First of all,it explains the meaning of security,national security,national security concept and overall national security outlook,clarifies the concepts related to national security,and deeply analyzes the national security thoughts of Marx,Engels,Mao Zedong,Deng Xiaoping,Jiang Zemin and Hu Jintao,and sums up the development context of China’s national security thought;secondly,it sorts out and analyzes the overall national security the formation background and basic content of the outlook.China is faced with complex and changeable international relations,non-traditional security issues and ideological struggles in the international environment,and the imbalance of social development and internal security situation in the domestic environment.The basic contents of this issue are elaborated from the seven major security fields of the people,politics,economy,military,culture,society and the world In the process of formation and development,the concept of overall national security embodies four major characteristics,such as totality and epochal,as well as the philosophical implication shining in it.Finally,according to the reality of the development of the seven major security fields,it puts forward some suggestions,such as attaching importance to the development of human beings to ensure people’s safety,strengthening top-level design to ensure political security,so as to promote the stable and orderly development of national security work.
