Research On The Overall National Security Concept For The Purpose Of The People's Security And The Construction Of Its Security Governance Mode

On April 15,2014,general secretary Xi Jinping put forward the concept of "overall national security" at the first meeting of the Central Committee of state security.Facing the "eleven kinds of security",emphasizing the "five values that attach importance to and attach importance to" the overall national security concept is a high-level non-traditional security concept.This is a major progress in China's national security concept.The overall national security,as a discourse,provides the policy basis and guidance for the national security system and the construction of the security governance system in the new era;the national security propaganda and education for the people of our country,the legal resources for the safety management and security system construction,and the discourse of the national security for our country in the international community.To enhance the country's soft power to provide a theoretical weapon."With the purpose of the people's security",the people's security is referred to the core and the primary security level of the overall national security concept,which coincides with the important theory "human security" in the field of non-traditional security research.On the one hand,this paper,on the basis of the main theory of security research,demonstrates the significance and applicability of "human security",and clarifies the "securitization" of "human security" as a "security" of positive value;on the other hand,it examines the "people's security" and "people's security" in the national security view of the general body from the evolution of the national security concept at different periods since the founding of the people's Republic of China.The meaning and value of "human" in the concept of "people oriented",the relationship between people and security,and the consistency of "man" and "people" in "people's security" are discussed.And then,from the perspective of "human security" theory,this paper puts forward the way of reconstructing the security governance model of our country with the overall national security view of the people's security as the first and the core.
