Present Situation And Preventive Tactics Of Corruption At Rural Grass-roots

Corruption is a global problem,and countries around the world have taken corresponding measures to prevent and control corruption.After the 18 th National Congress of the CPC,under the leadership of the Party Central Committee with the core of Comrade Xi Jinping,China has intensified its efforts to fight corruption and punish corruption.The overwhelming victory in the anti-corruption struggle has been formed and consolidated.However,the situation of rural grass-roots anti-corruption is not optimistic because the number of corruption cases is high.The rural grass-roots anti-corruption work is an important part of the national anti-corruption chain,so it is particularly important to find a way to solve the problem of rural grass-roots corruption.Basing the paper on the cases of rural grass-roots corruption in T County for 4consecutive years from 2016 to 2019,and taking the current situation of rural grass-roots corruption in T County as the research object,the author tries to find out the current situation of problems,analyze the causes and put forward countermeasures by means of literature research,case study and statistical analysis.The paper is completed in order of searching the literature,collecting and organizing materials,analyzing the causes by using relevant theories,and putting forward targeted measures.From the corruption case data of T County in recent four years,the author finds that the top three types of corruption are violation of national laws and regulations,dereliction of duty and violation of the integrity discipline,of which the most problematic areas are livelihood funds and project construction.The main objects of corruption in rural grass-roots are village cadres and the Party Members,and the punishment is the Party Discipline.In view of this situation,the author analyzes the causes from the subjective and objective perspectives.The subjective causes are the ideological influence of bad historical and cultural tradition "official standard",the psychological imbalance caused by income gap,the strong patriarchal network which leads to rural grass-roots cadres to replace the rule of law with human relations and the negative influence of corruption of upper level officials;the objective causes are the disadvantages in the mechanism of supervision system,deviation in the implementation of rules and regulations,the weakening of function of discipline inspection and supervision in the county,and the insufficient accountability of discipline supervision.For the above reasons,combining the theory of power to rent-seeking,the theory that system prevents corruption,and the theory of power check and balance,the author extracts the relevant prevention and control strategies.Firstly,the government should pay attention to the education,supervision and management of rural grass-roots cadres: strengthening agriculture ideological education of rural grass-roots cadres,supervising and urging the implementation of "two responsibilities",establishing village(community)performance appraisal mechanism and reward and punishment mechanism,and improving the rural grassroots cadres’ subsidy and promotion probability.Secondly,we should improve the grass-roots corruption prevention and government system: strictly implementing the system of the leading cadres’ reporting personal affairs,improving the rural grass-roots special inspection system,building a sound system in essential areas,and perfecting the village-level financial regulations.Thirdly,we should strengthen the supervision function of grassroots discipline inspection and supervision in rural areas:strictly implementing "three turns",strengthening the ability of discipline inspection cadres to perform their duties,promoting the implementation of the County Discipline Inspection Commission to set up supervision offices in villages and towns,and innovating the mechanism of "regional cooperation and linkage".
