After years of development,the manufacturing industry in Xi’an has formed a manufacturing industry cluster dominated by "ten pillar manufacturing industries",and the manufacturing industry in 2019 contributes 36.23% of the total industry output value.In recent years,the manufacturing industry in Xi’an has a lower contribution than other industries in terms of the number of people paying taxes and the development of higher technology industries.The root cause is that the proportion of professional and technical personnel and the total population of Xi’an manufacturing industry are decreasing year by year,which has caused substantial impact on the future of Xi’an manufacturing industry.Under the background of "made in China 2025" proposed by the State Council,the loss of professional and technical talents will inevitably affect the transformation and upgrading of Xi’an manufacturing industry,and further affect the sustainable and healthy development of regional economy.Therefore,it is of practical and theoretical significance to study the brain drain of manufacturing industry in Xi’an.This paper first analyzes the relevant literature of government management of the loss of professional and technical talents in manufacturing industry,which lays a theoretical foundation for this study.On the basis of a large number of interviews and surveys,a questionnaire on the problem of brain drain in manufacturing industry is formulated.Through the data collection and analysis of the survey results of professionals in Xi’an,it is concluded that the manufacturing industry environment factors in Xi’an are as follows:(1)talent social environment atmosphere;(2)the fit between industrial development planning and talent development planning;(3)the relationship between industrial development planning and talent development planning)Public transportation and living environment of industrial park;(4)technological innovation ability of enterprises invested by government.The data show that young talent groups have higher demands for the scientific rationality of "performance evaluation mechanism" and "title evaluation method".Secondly,this paper analyzes the current situation of manufacturing industry development and professional brain drain in Xi’an,and finds out that the brain drain of manufacturing industry in Xi’an is caused by social reasons rather than industrial reasons.The research focus on the problem of professional and technical talent drain of manufacturing industry in Xi’an should also be transferred from the industrial level to the public management level to solve the problem It should be the Xi’an municipal government.Then the problem of brain drain is analyzed from two aspects.The first is the analysis of the index of professional and technical personnel.From the analysis of the indicators,it is concluded that there are some defects,such as poor distribution of talent structure,single talent evaluation mechanism,imperfect talent policy,and small investment in talent development;second,the analysis of the relationship between talent processing.From the index analysis,it is concluded that the relationship between economic development and personnel training,short-term interests and long-term development,investment and talent recruitment,and government governance and market demand are not well matched.Finally,based on the above data analysis and theoretical analysis,this paper puts forward the relevant countermeasures from two angles.(1)We should make clear the role of the government in the management of technical personnel: to lead the development of talent planning and construction,and build a good talent environment and services;(2)we should improve the strategy of talent Governance: strengthen leadership planning,improve the talent policy system,increase investment in science and technology,and further develop pillar industries.Through the collection of practical data and theoretical analysis,this paper draws a conclusion: the essence of management of professional and technical talents in manufacturing industry is to transfer talent management from industry to public management perspective,and solve problems through public management methods.As the main body of public management,the government should actively participate in the whole process of talent management,attract and retain professional and technical talents,so as to complete the "made in China 2025" of Xi’an.
