With the intensification of population aging and the emergence of many social and economic issues arising therefrom,local governments are increasingly concerned about the development of local aging undertakings and have taken various measures at the policy level.Over the years,the Party and the state have attached great importance to the formulation and implementation of policies on education for the elderly.In 2022,the Ministry of Education stated in its key work points that it will continuously improve the supply capacity of continuing education services.Developing education for the elderly is an inevitable requirement for continuously improving the quality of life and diversified learning needs of the elderly,and promoting harmonious social development.With the care and support of the Municipal Party Committee and the Municipal Government,the elderly education in S City,as an important component of the city’s education and elderly undertakings,has achieved relatively remarkable school-running results.However,in the specific implementation process,there are still some gaps between the elderly education policy goals formulated by the central and provincial governments.This article takes the implementation of elderly education policies in S City as the research object.The author uses Smith’s policy implementation theory to elaborate on the current situation of the implementation of the elderly education policy in S City,and analyzes and studies the problems and reasons that exist in the implementation process of the elderly education policy in S City.The main problems are multiple management,insufficient funds,insufficient degrees,and other issues.The reasons are mainly affected by various factors such as the policy itself,the implementing agency,the policy implementation environment,and the target group.At the end of the article,some countermeasures and suggestions are proposed to optimize the implementation of the elderly education policy in S City,the main content of which is to strengthen top-level design,further improve and dynamically adjust the objectives of the elderly education policy;Optimize the management system,resource allocation,and improve service capabilities of elderly education policy enforcement agencies;Ensure the supply of educational resources for the elderly,continuously improve the awareness of the target group about local elderly education policies through extensive publicity through various channels,and establish courses and training that meet the requirements of the target group;Create a good atmosphere for the implementation of elderly education policies,strengthen economic security,clarify the leading role of the education administration,establish an evaluation index system,and promote legislative protection.I hope the above countermeasures and suggestions can help S City improve the implementation efficiency of the elderly education policy,and also provide some help and reference for other cities in China when implementing the elderly education policy.
