| The proposal of the Central Committee of the Communist Party of China on formulating the 14 th five year plan for national economic and social development and the long-term goals for the year 2035,adopted at the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China,mentioned that it is necessary to accelerate the transformation of government functions and functions to adapt to the economic situation of the new era.At present,socialism with Chinese characteristics has entered a new era,and the socialist market economy with Chinese characteristics has also entered a new era,which is the new historical orientation of China’s development.In the development stage of pursuing high-quality economic development and focusing on solving the contradiction between unbalanced and inadequate development,the government’s economic function,as the primary government function,must play its role efficiently in order to meet the requirements of the development of the times.As an important part of the state power,local government controls most of the local resources.The performance of local government’s economic functions is not only related to the quality of regional economic development,but also related to the overall situation of national economy and social harmonious development.This puts forward new requirements for the continuous optimization of local government’s economic functions.Only by complying with the market rules and with high quality Only by coordinating the production factors and economic activities in the region can we promote the sound and rapid development of the local economy and meet the people’s needs for a better life.In this paper,through the study of domestic and foreign government economic function theory related literature,to understand the role of local government economic function,access to the actual data of economic development of Daming County,understand the general situation of economic development of Daming County.At the same time,according to the role of local government economic functions in the theoretical elaboration,from the four dimensions of regulating the use of power,doing a good job in industrial planning,strengthening market supervision,and improving the supply of public goods,the paper summarizes the problems existing in the implementation of economic functions of Daming county government,and then analyzes the causes of the problems and puts forward countermeasures.In addition to the introduction,this paper is divided into four parts:The first part defines the relevant concepts and theoretical elaboration of the economic functions of local governments,and clarifies the connotation and objectives of continuously optimizing the economic functions of local governments in the process of performing their economic functions,so as to provide a theoretical basis for accurately positioning and efficiently playing the economic functions of local governments.The second part introduces the basic situation of economic development of Daming County in detail,and conducts an empirical investigation on the implementation of economic duties of Daming County Government by means of interview,and obtains the first-hand information.According to the basic situation of economic development of Daming County and the content of the interview,it summarizes the problems existing in the process of carrying out the economic functions of Daming County Government.The main problems are: the existence of government power The government’s guiding role in industrial planning and development is not strong;the government’s market supervision is inefficient;the public goods lack of effective institutional supply.The third part analyzes the reasons for the above problems.The main reasons include: the thought of "official standard" still exists;the development concept is rigid and the policy guidance is not strong;the supervision environment of the grass-roots government is not good;the administrative monopoly under the "strong government,weak market" is relatively serious.The fourth part of the problem and reason analysis,put forward the Daming County Government Economic Functions in the implementation of the process of the problem solving countermeasures.It includes: to promote the construction of service-oriented government under the guidance of "service awareness";to reasonablyplan and guide industrial development based on the principle of "adjusting measures to local conditions";to create a high-quality supervision mode based on the principle of "quality assurance and efficiency";and to establish a high-standard public service supply system guided by "fairness and efficiency". |
