Research Of Administrational Approval System In Dongsheng District,Ordos

Promotion of the reform of the administrative examination and approval system and strengthening and improving the government’s macro-control over the market are the objective needs of adhering to and perfecting the socialist basic economic system,the important means of deepening the reform in an all-round way,the inherent requirement of building a government governed by law,and the effective way to improve the administrative capacity of the government.After the Fourth Plenary Session of the 19 th Central Committee,under the background of promoting the construction of government under the rule of law,the reform of administrative examination and approval system is an important measure for the government to transform its functions,which has important theoretical and practical significance for enhancing the government’s modern governance ability,strengthening the supervision of power and stimulating the vitality of market subjects.In recent years,in accordance with the Central Committee and the State Council on the comprehensive deepening of reform,Ordos Dongsheng District promotes the modernization of the national governance system and governance capacity of the deployment requirements,and effectively deepens the reform of the administrative examination and approval system as an important grasping and breakthrough,solidly promotes various reform initiatives,and achieves some results.But there are problems exist in the list management system,personnel construction,audit and management coordination and multi-set system parallelism.This paper analyzes the process of deepening the reform of the administrative examination and approval system in Ordos Dongsheng District,and thinks that it has achieved remarkable results in increasing the degree of decentralization,constructing scientific supervision and improving the service environment of government affairs.On the basis of the existing theoretical and practical research results at home and abroad,many field studies have been conducted to summarize the existing problems in the current reform,and to put forward constructive opinions from seven aspects,such as adhering to the administration according to law,introducing supporting measures,shaping an open and transparent service environment for government affairs,strengthening the guidance of policy theory,strengthening publicity and promotion,and strengthening the construction of the staff of administrative examination and approval.With a view to achieving the reform goal of "internationalization,rule of law and facilitation of the business environment,shaping the new advantages of local competition,promoting the construction of service-oriented government,and strengthening the attractiveness and competitiveness of the real economy" in Ordos Dongsheng District,we will contribute to the promotion of rapid economic and social development,the construction of a bright Inner Mongolia and the great Chinese dream.
