In recent years,with the rapid development of modern information technology such as GPS and mobile payment,China’s shared bicycle service industry has also flourished.While shared bicycles provides short-distance public services to people,the thorny social problems such as chaos,unrequited deposits,and private occupations are gradually exposed.In order to curb the situation of shared bicycle“dislocation”,the government,enterprises,the public and other subjects have taken corresponding measures.However,contrary to expectations,shared bicycle social governance is also in trouble,causing many scholars to pay attention and think.Therefore,this paper starts from the action strategies of the three governance bodies of government,market and society,analyzes the dilemma of shared bicycle social governance,and through combing the literature,finds that the innovative governance model of “government guidance,market leading,and social participation” is gradually favored by local urban practice.However,there is no corresponding in-depth analysis and theoretical refinement for specific role positioning,influence mechanism and operation process.Based on the above reasons,this article put forward by Ansell and Gash of collaborative governance research model--SFIC model research,combined with our country to build "work sharing" the idea of social governance innovation pattern and the Internet,the big data era background.Improvements were made to obtain a research model of shared bicycle social governance innovation.In order to further demonstrate the effectiveness and applicability of the research model,this paper selects Fuzhou university city as a case to carry out field investigation and research.On the one hand,data were collected through questionnaire survey,and the statistical analysis software SPSS was used for correlation analysis and regression analysis of the data.On the other hand,in-depth interviews were conducted with different subjects and the interview results were sorted out.The combination of multiple methods can verify the feasibility of the research model for the social governance of shared bicycles in a more detailed and comprehensive way,and truly provide an analytical framework for the mechanism of shared bicycle social governance dilemma.Finally,the conclusion of this study is obtained: the role of government,the role of enterprises,the role of society,the design of system,direct dialogue,trust building,consensus building,intermediate results and cultural shaping have a positive and significant impact on the governance effect of shared bicycle.But the interest coordination has weak correlation to the shared bicycle management effect.Finally,based on the above analysis,the article takes the three stages of co-construction,co-governance and sharing as the context of the article,and proposes specific and feasible countermeasures and suggestions.In the co-construction stage,it is necessary to clarify the positioning of each organization’s role.In the co-governing stage,on the one hand,emphasize the promotion of legal system construction,participation in feedback channels to broaden the standardization,transparency,and rationality of system design,and provide good governance for multi-subjects.On the other hand,the design of interview mechanism and joint conference system can promote multi-party communication,the credit system can be improved to improve trust,and the design of evaluation mechanism and coordination mode can promote consensus and increase intermediate results.In the sharing stage,it focuses on the social atmosphere through the propaganda and education of socialist core values,and uses the cultural appeal to shape the shared bicycle culture,thereby cultivating the public public spirit and improving the overall quality of society. |
