Study On Improving The Governance Capability Of Local Governments In China

The local governments are the leader, organizer, governor and propellent in thedevelopment of the local political, economic, culture, which play on important role inthe development of the local society and economy. The governance capability of localgovernment is strong or weak, which will directly influence the speed and quality of thelocal politics, economic and social development. So, there are the academic andpractical significance to study the governance capability of the local government.At present, our country is in the social transformation time, the reformation isconstantly deepening, the whole society is working hard to build the well-off society inall-round way, as the leader, organizer, manager, the local government should improvethe governance capability to provide support for building the harmonious society andachieving the all-round well-off society.This study is divided into seven parts. The first part introduces the reasons forchoosing the subject, the study methods, the study significance, the difficult points andthe key points in brief. The second part defines the concept of the governance, the localgovernment and the governance capability, and make clear the direction and the duty ofthe local government. Then I made the detailed summarization on governance capabilityof local government both at home and abroad, and understand the present situation andachievement on this subject, which played the guiding role on my next study. The thirdpart studied the practice of the local government in America and U.K, and also studiedthe governance achievements of Singapore after independence, and got their experiencein local governance which is implication for the local government in China. The fourthpart studies the governance practice of our local governments and the achievementsthey got. The fifth part summarizes the achievements and find out the problems of ourlocal government in local governance and make clear the factors which have on effecton the governance capability of our local governments, which will lead us to find outthe solutions. The sixth part puts forward the solutions to improve the governancecapability of our local governments, which include the change of governance idea, thechange of the government function, the building of the civil servants, soft powerconstruction, regional cooperation governance and so on. The seventh part is conclusionand prospect, which summarize the achievement and shortage in the study, and putforward the future of the study. Study on improving the governance capability of the local government is acontinuous process, which need the local government constantly explore in governancepractice, then the local governments can improve their governance capability andprovide the better service to the society.
