| In 2015,the general office of the CPC Central Committee and the general office of the State Council issued the framework opinions on several major issues of comprehensively deepening public security reform.Therefore,deepening the reform of public security in an all-round way requires the public security organs to maintain a good development trend,keep pace with the times,constantly promote the growth of the public security team,and become the patron saint of social and economic development and people’s safety and happiness.As an important part of the reform,the performance evaluation of public security organs is not only the embodiment of the improvement and progress of public security management in the new era,but also the key to promote the good development of public security work and strengthen the construction of public security team.How to do a good job in public security performance evaluation has become a new challenge facing the public security system.Under the background of public security reform,how to build a legal police team that is compatible with the concept of public security reform,and how to play an important role in the police legal system through the improvement of performance appraisal,so as to make it become an indispensable force in the public security team,has become an urgent problem to be discussed in the legal work of public security.On the basis of the existing performance appraisal of the police in the legal department of the public security organ of H City,this paper expounds the operation and achievements of the performance appraisal,points out the problems in the performance appraisal,such as the lack of diversity and quantification of the index setting,the imperfection of the assessment subject,and the insufficiency of the application results of the assessment.Through the methods of interview,communication and questionnaire survey,this paper analyzes the influence of the influencing factors on the performance evaluation of the police in the legal department of the public security organ in H city.On this basis,the paper puts forward the optimization scheme of the police performance evaluation of the legal department of the public security organ of H city from the aspects of the evaluation subject,index system,evaluation implementation methods and procedures.In order to ensure that the optimization scheme will take root and truly solve the problems in the performance appraisal work,this paper puts forward safeguard measures from three aspects of personnel organization,ideological system and optimization mechanism,so as to improve the performance evaluation level of public security organs in H city.The purpose of this paper is to improve the ability and level of police performance appraisal in the legal department of public security organs,and play a positive role in promoting the service quality and promoting the team integration of the legal department of public security organs. |
