Research On Joint Supervision Of Personal Information Security Of Mobile App In China

In recent years,with the rapid development of mobile Internet electronic information processing technology,the wide application of mobile app has been fully popularized.A large number of citizens’ personal information is full of the network.Many governments,including China,have realized that once the leakage of personal information occurs,it will not only cause great harm to citizens’ personal property rights and life safety Infringement,and even may endanger national security.At present,China has also taken many measures to strengthen the supervision of mobile app to ensure the safety of personal information,including strengthening legislation,taking special actions and so on.However,due to the lack of linkage and unclear rights and responsibilities of the regulatory body,the leakage of personal information in the field of mobile app is still high,and it is urgent for the government to establish an effective supervision system.The research and analysis object of this paper is the joint supervision of personal information security in mobile app industry.Firstly,some basic concepts and stakeholder theory related to personal information in mobile app industry are elaborated as the theoretical basis.Then through the analysis of the current situation of the development of mobile app industry,the leakage of personal information and the current situation of government supervision,the main problems and reasons of the weak government supervision of the leakage of personal information of mobile app are found out,which are the unclear regulatory body and the lack of laws and regulations.Then,according to the stakeholder theory,this paper classifies the stakeholders of the joint supervision of personal information security in mobile app industry,and locates their role in the degree of interest relevance,influence and execution intention through the analysis of their interest points and advantages and disadvantages.Finally,this paper expounds and analyzes the coordination strategy of the joint supervision scheme.On this basis,a joint supervision scheme for the personal information security of mobile app industry is constructed.The overall goal of the scheme is to ensure the personal information security of users and the healthy and orderly development of the industry.The scheme consists of four parts,namely,the design of joint supervision organization structure,the design of joint supervision process,the construction of joint supervision big data information platform and the design of joint supervision system,The power and responsibility of the original supervision subject are re divided,and the joint supervision operation command office is established to be responsible for the organization,implementation and dispatching of the whole joint supervision scheme.At the same time,the scheme also redesigns the regulatory measures and regulatory system,and constructs the big data information platform.In the end,the paper puts forward the safeguard measures to ensure the smooth implementation of the joint supervision scheme from the three aspects of laws and regulations,institutional settings and technical means.Hope that this paper can provide new ideas and methods for the government regulatory department of personal information security in China’s mobile app industry.
