| Selective law enforcement is subject of law enforcement within the limits prescribed by law,for some reason the legal facts of the same to different law enforcement,the law enforcement object selective law enforcement not only violated by law enforcement personnel’s interests,also the social justice has no adverse effect.In the field of industrial and commercial law enforcement,selective law enforcement includes selective enforcement of illegal acts and selective enforcement of the act of application.The former is for some similar illegal acts have the option of investigation or to the same illegal decision of punishment and severity of disproportionate;selective enforcement for the main performance requirements review and on-site verification of the applicant to provide links in the access link standard is not uniform,with the understanding of law enforcement personnel and make different access standards.In practical work,the Shenyang Administration for Industry and Commerce has mainly focused on the compliance of cases for the selective law enforcement of illegal activities,that is,it can not break through the scope of legal requirements.The application of selective law enforcement is mainly to strengthen the registration and approval of personnel training assessment.I believe that these governance practices are not perfect.This article adopts the methods of literature research,comparative research and empirical research.Starting from the theory of human nature,this paper analyzes the causes and the ways of governance from the perspective of human beings.This paper is divided into four parts:the first part outlines of selective law enforcement;the second part of the investigation of Shenyang industrial and commercial selective law enforcement situation;the third part analyzes the reasons of Shenyang commercial selective law enforcement;the fourth part puts forward the control and reduce the occurrence of selective enforcement measures and suggestions. |
