| At present,Shenyang is in a crucial period of revitalization and development.It is particularly important and urgent to build a civil servant team with courage to take on responsibilities,good conduct,excellent quality and excellent style of work.However,in the current economic background of the New Normal,the career of civil servants is gradually fading away from the aura of high social status,high welfare benefits,strong career stability and good career prospects in the past.At the same time,because of the restriction of some factors,such as promotion at the rank of post,salary,welfare,work environment and occupational pressure,not only decreases the attractiveness to all kinds of talents outside the system,but also results in the continuous outflow of outstanding talents within the system.Therefore,the reconstruction of the incentive mechanism of civil servants is facing unprecedented difficulties and challenges.As a member of Shenyang civil servant group,the author takes Shenyang civil servant group as the research object with the sincerest attitude,the real angle of view,the truest feeling.He studies the incentive mechanism of civil servants with the help of Herzberg’s two-factor theory,which is representative of the incentive theory,and puts forward some own shallow view fearlessly by finding out the problems,analyzing the reasons and proposing the countermeasure.The purpose is to effectively protect and develop the enthusiasm and creativity of the civil servants under the new situation and to fully exploit their potential,to provide some useful reference of promoting the modernization of national governance system and governance capacity.This paper is divided into five chapters.The first chapter is the introduction,which briefly describes the background and significance of the topic.The second chapter mainly introduces the basic connotation,main contents and related concepts of the two-factor theory.The third chapter mainly describes the current situation of civil servant incentive mechanism in Shenyang,introduces the basic situation of Shenyang,reveals the problems existing in the incentive mechanism of civil servants in Shenyang.The fourth chapter analyzes the reasons of the conservative and rigid administrative environment of the civil servant incentive mechanism in Shenyang based on the two-factor theory.The fifth chapter puts forward some countermeasures and suggestions to further strengthen and improve the incentive mechanism of the civil servants in Shenyang combining with the problems and reasons. |
