| Since the reform and opening up,with the rapid development of social economy,the registered residence system reform process has also been accelerating.The registered residence system registered a prominent feature of the local and central government.In recent years,a series of documents on deepening the registered residence system have clearly pointed out that the permanent residents of the rental housing can be settled in city,and that the agricultural transfer population is orderly and convenient in the settled towns.Therefore,local governments responded to the call and issued a series of new policies that meet the needs of regional development.Zhangqiu district is the first registered residence in Ji’nan to take the lead in implementing the policy of renting houses.Although city city has registered residence registered policies,whether the implementation of the policy of renting a registered residence can achieve the goal of increasing the urbanization rate of registered residence population,promoting the equalization of urban public welfare,and the citizenization of agricultural transfer population,further breaking the goal of the two yuan household registration system in urban and rural areas,lacks objective analysis and research,and does not extend the reform of the local household registration system.Thinking on the reform practice.Based on the perspective of household registration police in Zhangqiu District of Ji’nan,based on the practice of household registration window,this paper summarizes the implementation of renting policy in Zhangqiu District of Ji’nan by observation,interview,comparative analysis and literature research,and makes an empirical study on the characteristics and problems encountered after the implementation of the policy.Based on this,we put forward some countermeasures and suggestions for how to give full play to the policy and welfare of renting houses,how to implement the implementation of the organs,and effectively improve the urbanization rate of registered residence city.This paper finds that: the rental housing settlement policy in Zhangqiu District of Jinan City presents two significant characteristics: one is to solve the stock and drive the increase;the other is to reduce the threshold and relax the restrictions on settlement;the existing problems are: first,the effect of policy implementation is not obvious,and the urbanization rate has little improvement;second,the people’s willingness to settle down is not strong,and the policy threshold still exists;third,the intermediary economy breeds,and the policy is prosperous The third is the lack of cooperation among government departments,which is inefficient;the fourth is that it does not help talent gathering.The main reasons for the above problems are as follows: first,the degree of policy relaxation is limited,and the government is forced by the pressure of public resources expenditure;second,the concept of "sharing the right of rent and purchase" is weak,and the concept of "buying is stronger than renting" is deeply rooted;fifth,Zhangqiu District,as the sub center of Jinan urban development,has weaker adsorption capacity for human resources than other central areas.On this basis,this paper puts forward some countermeasures and suggestions: first,further relax and open the settlement policy to further attract talents and help urban development;second,establish and improve the policy feedback adjustment mechanism;third,strengthen the communication and cooperation among government departments;fourth,improve the scientificity and operability of policies;Fifth,give full play to the service management function to effectively guarantee the development of urban agglomeration Sixth,the public security organs should strictly control the whole process of policy implementation and effectively crack down on illegal acts.Finally,registered residence registered residence registered residence in Ji’nan city is implemented in Zhangqiu district.The practice of local household registration reform is summarized,analyzed and discussed.The inspiration for local household registration system reform is summarized: first,adhere to the value orientation of equalization of public services;two,peel off the related interests attached to the household registration system;three,improve the registered residence laws and regulations;four,formulate the formulation.The fifth is that the local government is constantly changing from management oriented to service-oriented;the sixth is that the backward public services should keep up. |
