| As an important part of national governance system,strengthening rural governance capacity is the proper meaning of national governance capacity modernization.The overall promotion of rural revitalization strategy further puts forward new requirements for the high quality development of villages from the effective dimension of governance.Based on the research of village governance ability of Z village in Sichuan Province,this paper tries to understand the process of village governance change in a long period of time through many investigations of selected villages.The influence on village governance ability caused by village scale change before and after village merger is investigated.The study found that the village was relatively closed before the merger,and the village governance ability took the human network and moral norms as the main resources.Thanks to this,the village has a strong performance in handling daily disputes,calling for public participation,and providing public services.After the merger,the village scale expanded accordingly,while the village governance capacity gradually declined.The reason is that when the village merged,the village overemphasized the integration of the village regional scale and ignored the original village social capital in the merger process,which caused the social resource network relied on by the latter to be seriously destroyed.With the expansion of the village,the original trust mechanism was disintegrated,which weakened the original social network and reciprocal norms.Through the analysis of the relationship between the scale evolution of selected villages and the ability of governance,the expansion of the scale of the governance unit and the internal relationship between the ability of governance are further clarified.The scale of village governance should be adjusted according to different regions and different economic development conditions. |
