Research On The Response To Mass Incidents In J City From The Perspective Of Multi Governance

At present,the world is going through major changes that have not been seen in a century.China is at a crucial juncture of two centuries,with social transformation,interest adjustment and frequent conflicts leading to social stability facing multiple challenges,many new destabilizing factors are constantly threatening the harmony and stability of society.The 19 th National Congress of the Communist Party of China proposed that the principal contradiction in our society has been transformed into the contradiction between the people’s increasing needs for a better life and unbalanced and inadequate development.With the development of the economy and society,civil disorder occur from time to time,involving a large number of groups,affecting a wide range of results are increasingly serious.It has also had a negative impact on the current people’s well-being,social and national development.The research process of this paper adopts the argumentation train of thought of problem posing,research analysis and putting forward countermeasures and suggestions,and uses the research methods of Literature Research,Social Interview and Empirical Research,etc.,taking the theory of multi-governance and the theory of social conflict as the theoretical research basis,keep abreast of the new situation changes.Taking the recent civil disorder in China and J city as an example,taking the current civil disorder coping model of j city as the research entry point,this paper makes an in-depth analysis of the more realistic and prominent problems existing in the civil disorder coping work.Then from the problem,research and analysis of the main causes of the problem.Finally,combined with the concept of multi governance,the paper puts forward practical countermeasures on how to improve the coping capacity of the civil disorder.The main findings of this paper are as follows: The problems existing in J city’s civil disorder are: Single Coping Style and method,single coping subject,unsound coping and prevention mechanism,and lagging coping measures and means.This paper makes a careful analysis on the causes of the existing problems,which mainly include: the Internal Driving Force of multi-governance is not strong,the participation channels of social organizations and citizens are blocked,and the ability of social organizations and citizens to participate is not strong.This paper holds that multi-governance is the only way to deal with the civil disorder,and thus puts forward the corresponding measures under the multi-governance civil disorder,first of all discusses the corresponding principles;Secondly,it puts forward the methods of improving the civil disorder’s prevention ability from three aspects,and then puts forward the ways and means of participation of each subject from government function,social organization function and citizen’s participation In the end,the author puts forward the multiple aftercare measures after the civil disorder has been calmed down.
