Research On The Function Transformation Of Grass Roots Government From The Perspective Of Optimizing Business Environment

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China pointed out that to optimize the business environment,we must start with the transformation of government functions and the in-depth promotion of the reform of "delegation,management,and service".With the development of the global economy,optimizing the business environment has received more and more attention from the government,and it has become one of the key tasks of the Chinese government.As the most basic and largest executor for the implementation of policies,the transformation of government functions at the grassroots level is imminent.In order to be able to explore an effective path for the transformation of grassroots government functions from the perspective of optimizing the business environment,this paper uses the literature research method,questionnaire survey method and interview method based on the perspective of public management to promote the business environment by promoting the transformation of government functions in the L District of Jinan City The specific analysis of construction,summarizes and finds the problems in the process of government function transformation from the perspective of business environment,analyzes these problems in depth,and on this basis,deeply explores the research on the transformation of grassroots government functions under the background of optimizing the business environment.The research found in this paper: In order to optimize the construction of the business environment,the grassroots government has vigorously promoted the transformation of government functions.Taking the L District of Jinan City to promote the transformation of government functions and optimize the business environment as an example,by promoting the transformation of government functions,the business environment has been effectively improved.Improvement,but some problems still appear: there is a phenomenon of government intervention in the market;government "inaction" and "inaction";administrative efficiency is low;supervision is not in place;administrative law enforcement is not standardized,etc.In response to the above problems,this article traces the source,analyzes the factors that influence the transformation of government functions in the L area and optimizes the business environment,and combines the specific analysis of the L area,and puts forward the transformation of the grassroots government functions from the perspective of optimizing the business environment.Effective countermeasures: First,change the role positioning and improve the socialist market economic system;second,reduce government management powers,create a loose system and soft environment,third,change management models,and promote efficient government service construction;fourth,change management methods and promote Standardized administrative construction according to law.The fifth is to change management methods and strengthen positive incentive mechanisms.
