Collective Identity:A Logical Exploration Of The Formation Of Farmers’ Collective Actions In The Supply Of Rural Public Services

Rural public services are the basic guarantee for the development of rural society and play a role in promoting economic development.The state attaches great importance to the supply of public services and the improvement of systems.But at present,there are still many problems in the supply of rural public services in my country,such as a single supply body,insufficient government input,insufficient villagers’ enthusiasm for participation,and low supply efficiency.The diversification of public service providers is an inevitable trend.As the main body of rural life,farmers are also the service objects of public services.They can best understand the needs of rural areas and farmers,and they are also the most convenient in the adjustment and maintenance of public services.Farmers are always the protagonist in the countryside,and letting farmers participate in the supply of public services is one of the important ways to reflect the main body of farmers,and it is also more conducive to the effectiveness and efficiency of the supply of rural public services.Public service is a kind of public goods.For individual farmers,the provision of public services is extremely economically irrational.Therefore,the effective way for farmers to participate in the supply of public services is as collective participation.But as far as collective action is concerned,farmers as "rational people" have a universal"free-rider" idea,which leads to great obstacles to collective action.Therefore,in order to encourage farmers to participate collectively in the supply of public services,it is necessary to break the plight of farmers’ collective action.This article takes the development of a farmer’s market in community A as an example,through interviews with people involved in the incident,collecting literature,etc.,focusing on how farmers’ collective actions can be achieved in the process of rural public service supply,and trying to explore solutions to free-riding behavior.The author found through the analysis of research data that the success of farmers’collective actions formed in the management of the farmers’ market in community A comes from two aspects.One is the guidance and promotion of the government as an external force.The provision of public services is one of the government’s functions,but due to limited administration,The government guides the collective participation of farmers;on the other hand,the construction of collective identity within the collective is a key factor for the success of collective action.The collective nature of land property rights gathers farmers to form a collective identity,and further leaders and economic benefits And the collective identity in the concept increases farmers’collective identification and promotes the sustainable and stable development of collective action.Therefore,the key to the occurrence of collective actions of farmers in the supply of public services lies in the construction of collective identity.
