The development of modern society has accelerated.More and more people are choosing to move to cities.Mostly young people and job seekers. These people are now becoming migrants, flooding metropolitan areas, placing significant pressure on urban resources and posing a threat to urban public safety and risk control. This pressure prompts governments and administrations to discuss how to better serve all residents according to the actual local conditions and effectively address the ongoing challenges urban governance.Of all the challenges, migrant population management is currently a key factor in urban governance and needs to be emphasized, which will provide some practical value in guidance on urban mobility governance, social harmony and community building.Based on the new theory of public services, holistic governance theory and other theoretical foundations,by analyzing the current situation of migrant population management in the XX Community of the Weihuliang Steering Committee in Urumqi, this document delves into migrant population management through questionnaires and statistical analysis. Two sets of questionnaires were designed, and the distribution targets were 20 community workers who were implementing managers, and 200 migrants.Using anonymous methods,a total of 220 questionnaires were distributed on site and 220 valid questionnaires were returned, with an effective rate of 100%.In this study,we used the results of 220 questionnaires and concluded that there are various problems in the management of a migrant population in the XX community of the Weihuliang Steering Committee in Shuimogou District, such as migrant population management policies, systems and implementation, are being explored, and issues such as lack of policy advocacy, deviations in policy implementation, ineffective management team building, and lack of attention to cultural integration need to be addressed.Combined with the reality of the community and learning from the achievements and experiences of others, many proposals have been made, such as increasing publicity and policy leadership to improve systems for migrant populations, better service, better policy implementation, and improving migrant population management systems that enable local communities to do real work and emphasize the importance of cultural integration. We would like this payer to serve as a benchmark for further improving the governance of the migrant population and increasing its autonomy.
