| With the development of society and the change of times,public health emergencies occur from time to time.Because of their sudden,public and destructive nature,and because they are often accompanied by serious consequences in terms of social disorder and damage to people’s lives and health,we have to pay attention to their prevention and control.In the response to public health emergencies,government information disclosure plays an important role.It has become a worldwide consensus that important information should be made public in the shortest possible time,that prevention and control efforts should be integrated and that strong measures should be taken to intervene effectively in the event of a spread of the disease.The new crown pneumonia epidemic in early 2020 has once again brought a warning to China and the world that in the context of public health emergencies,it is worthwhile to think deeply about how to maximise the value of government information disclosure,stimulate the internal effectiveness of government information disclosure mechanisms,as well as strengthen the government’s emergency management capacity and enhance governance effectiveness and capability,which has become a key concern in the response to the event.At present,China’s government information disclosure system is based on law,and the institutional basis provides macro guidelines for the operation of the mechanism,which is normative and stable.This paper will examine the effectiveness of the existing institutional framework for government information disclosure in the context of public health emergencies,based on institutional and theoretical evidence and supported by empirical cases,and seek breakthrough points for improving and refining the mechanism.Through an examination of the actual operation of the government information disclosure mechanism for public health emergencies,it was found that there are problems such as a bias in the perception of the subject of disclosure and the omission of professional bodies from the scope of the subject;the unevenness of information disclosure programmes at various levels and the lack of depth in the content of disclosure;the lack of regulation in the actual operation of the procedure and the lack of an effective communication platform.These problems all point to breakthrough points where the mechanism can be improved and upgraded.Through specific elaboration and in-depth analysis of the root causes of the problems and the current situation,we propose countermeasures for improvement,including establishing the correct concept of information disclosure subjects and qualifying the CDC as a subject of information disclosure;setting up a unified information disclosure guidance scheme and exploring the open mode of government data;improving the operation process of information disclosure,establishing a collaborative and cooperative model of multiple subjects and improving the accountability procedures,with particular attention to the rationality and feasibility of the improvement The rationality and feasibility of the countermeasures.The study of the government information disclosure mechanism will help stimulate the maximum effectiveness of the mechanism and provide guidance for the prevention and control of public health events;further improve the government crisis management mechanism,stabilise social order and maintain national security;improve the government’s governance capacity and promote the process of modernising government governance capacity. |
