Research On Performance Mechanism And Promoting Strategy Of Preventing Escape And Fugitive Repatriation

Anti-corruption is an eternal topic.The interweaving of power and interests is prone to corruption.However,severe corruption can undermine economic development,corrupt the people’s thinking,pollute the political environment,and even subvert a regine.Prevention of escape and fugitive repatriation are two important parts of anti-corruption,and it are directly related to the effectiveness of anti-corruption.Since 2014,the country has established an international office,and has carried out a series of special operations such as "fox hunting" and "Skynet",which have achieved amazing results.In2020,the Central Pursuit Office will continue to carry out the "Skynet" operation to keep an eye on the "hundred red-pass personnel" who have not returned.Anti-escape and fugitive repatriation are two activities that needs to be persisted and carried out for a long time.At present,China’s anti-corruption,anti-escape and fugitive repatriation has entered a critical period and deep-water zone.It is of great significance to study the performance mechanism and promotion strategy of anti-escape and fugitive repatriation from a holistic perspective.From the perspective of holistic governance theory,this article compares and analyzes the performance of anti-evasion and fugitive repatriation before and after the 18 th National Congress of the Communist Party of China,and summarizes the four factors,namely the high-level attention and promotion of anti-corruption,Coordination and integration,equal emphasis on means of preventing escape and fugitive repatriation,as well as international cooperation and the right to speak.For the research,these factors are summarized as "anti-corruption strength”,“Forced repatriation strength",and outline "strong anti-corruption,strong fugitive repatriation","strong anti-corruption,weak fugitive repatriation","weak anti-corruption,strong fugitive repatriation" "weak anti-corruption,strong fugitive repatriation”.Using these four models to conduct extraterritorial tests on Singapore,Italy,and Thailand,and prove the validity of the theoretical model.Finally,four promotion strategies were put forward: creating a good political ecological environment,building an overall operation mechanism for preventing escape and pursuing escape,using technology to improve governance capabilities,and comprehensively strengthening team building.
