Research On The Countermeasures Of Anti-corruption From Perspective Of Holistic Governance

Corruption governance is an important part of the national governance system.In recent years,anti-corruption efforts continue to increase,thus a large number of corrupt officials have been punished according to law and the momentum of corruption has been effectively curbed.However,at the same time,some deep-seated problems are gradually exposed,deepening the negative impact of corruption.In the current period when the party and the state have not paid much attention to build a clean government,seriously analyzing these problems,Especially in the anti-corruption work and the current situation does not adapt to the task of the problem,specifically solving these problems have important practical significance.At present,the main problem in anti-corruption work is the fragmentation of governance.Corruption governance fragmentation is mainly refers to the corruption investigation and prevention work in the formation of decentralized power,poor information system,lack of coordination,scattered and "piecemeal" status,the effect of systematic and scientific management of corruption.This fragmentation is mainly manifested in three aspects:anti-corruption power resources scattered,difficult to form a joint force;the use of information technology is fragmented and unsystematic,cannot effectively play its due role in the prevention of corruption in the system construction;lack of repetition is not smooth dispersion appears the problem of fragmentation,caused by the soft constraint of system,unable to form a scientific improve the system of anti-corruption cooperation.The theory of holistic governance emerging in the western countries,has gradually been paid attention to our academic circles as a new theory of public management in recent years.Based on the theory of holistic governance as the analysis tool,this paper combined with specific cases and detailed data,from the perspective of practical operation to explore ways to improve anti-corruption work,and put forward a series of specific recommendations.In addition,this paper puts forward a series of specific recommendations.This paper first analyzes the problem of fragmentation of current our country corruption,mainly from the use of information technology system construction scattered,fragmented,scattered resources with forms of corruption on the fragmentation of the three aspects.On the basis of using several core elements of Holistic Governance Theory:"coordination,integration,information technology application and puts forward some countermeasures and suggestions to improve anti-corruption work,Strengthen the integration of anti-corruption system,to establish and improve the system to prevent conflicts of interest as the focus,the formation of a scientific and perfect system,strengthen the system and institutional norms of the coordination of convergence.Further promote the integration of anti-corruption functions,the focus is to strengthen the supervision of power and highlight the prevention function.In strengthening supervision,combined with Beijing,Zhejiang and Shanxi are three to carry out a national monitoring committee pilot,put forward to improve the independent supervision authority and the specific recommendations to improve the discipline inspection and supervision offices in the system,highlighting the prevention function,put forward from the past discipline inspection and supervision organs "coordination type" of corruption prevention work mode to prevent corruption the work mode of Party committees and governments "integration";to strengthen the integration of information technology with modern science and technology,the discrete information integration the depth of focus is to set up the use of early warning and monitoring system of information collection,analysis,research and disposal mechanism in one sentence.Finally,the author puts forward several problems which need to be further discussed by using the theory of holistic governance to guide the practice of anti-corruptionWe should see that the current holistic governance theory in Public Management Science in China is still in the introduction stage of research,but the current anti-corruption work in China’s governance fragmentation phenomenon should indeed cause attention to theory and practice,and since 2012 the profound changes the system mechanism of China’s anti-corruption field and a series of initiatives already embodies the principle and connotation of this theory.Further deepen the current anti-corruption work in accordance with the requirements of holistic governance theory,which will have a positive and important role in the governance of corruption.
