Research On The Legislation Of Express Green Packaging In China

In recent years,with the rise of e-commerce,China’s express industry has developed rapidly.The development of express industry promotes social and economic prosperity,fully meets people’s yearning and pursuit for a better life,but also produces a large number of express packaging waste,causing serious environmental pollution and waste of resources.In this regard,China should adhere to the national conditions,strengthen the guidance and management of express packaging,promote the construction of express green packaging through legislation,reduce the waste and pollution of express packaging,and realize the coordinated development of green,environmental protection and economy in the field of express packaging.The formation of express green packaging legal norms with Chinese characteristics,so as to provide Chinese experience and contribute Chinese wisdom for the world express green packaging legislation.This thesis consists of two parts: the main body and the conclusion.The main contents are as followsThe first part is the introduction,which describes the background of this thesis,the domestic research status and significance from three aspects:the development status of express packaging in China,the current legal provisions of express packaging in China,and the significance of the legislation of express packaging.The second part explains the concepts of packaging,express packaging,green packaging,express green packaging and other related terms,and analyzes the legal characteristics of express green packagingThe third part analyzes the necessity of the legislation of express green packaging in China: it is the inevitable requirement of building a resourcebased and environment-friendly society,developing circular economy and ensuring the safety of express packaging.The fourth part points out the problems existing in the current legal norms of express green packaging.It is mainly reflected in the legal system,the subject of responsibility,the system of rights and obligations,the legal system of pollution prevention at the production end of express packaging,the legal system of recycling end of express packaging and the legal system of end disposal of solid waste of express packaging.The fifth part,in view of the problems existing in the field of express green packaging legislation in China,puts forward legislative suggestions and ideas--proposes to formulate the "express green packaging management regulations" to regulate express green packaging,and puts forward ideas from the legislative principles,legislative framework,responsibility subjects and other aspects,hoping to provide some reference for the legislation of express green packaging in China.
