| Under the new historical conditions,the quality of work about cadres has a bearing on the degree of implementation of the Party’s overall leadership,especially in the implementation of comprehensive and strict governance of the Party,it is crucial to push cadres at all levels to fulfill the requirement of loyalty,cleanness and accountability.Young cadres not only have a strong thirst for knowledge,but also have a higher degree of plasticity.It is of great significance to cultivate and make good use of young cadres in order to fulfill the duty and mission of the New Era.Further improving the mechanism of selecting cadres,especially the mechanism of selecting young cadres,giving full play to the guiding role of training young cadres and improving the mechanism for selecting and appointing young cadres,are the necessary prerequisites for building a contingent of highly qualified and specialized cadres.We will strengthen the training and selection of young cadres at the grass-roots level in the New Era,improve their political stability,competence and moral character,and consolidate the building of the ranks of Party organizations at the grass-roots level,it is of vital importance to promote the modernization of the social governance system and capacity at the grass-roots level.This paper focuses on the current situation of the application of the mechanism of training and selecting young cadres at the grass-roots level in H-city,and in the light of the actual situation,analyzes the advantages and disadvantages,solves the problem according to the case,and hopes to further improve the work of training cadres in H-city,thus provides the case support for the National Promotion.Through the methods of questionnaire survey and interview,and so on,this study aims to understand the basic situation of the selection and training of young cadres at the grass-roots level in H-city,and on this basis,based on the theoretical analysis of the problems and reasons in the selection and training of cadres in this city,the corresponding countermeasures are put forward as follows: from four aspects of training and study,practical training,post exchange,promotion and use,the problems are found,and deeply analyzes the reasons that restrict the orderly development of the young cadres at the grass-roots level in H-city,starting with four reasons,which are ignoring the differences among cadres,failing to fully consider the differences among various posts,ignoring the importance of the reserve of young cadres,and imperfect promotion and use mechanisms,this paper puts forward some suggestions on how to strengthen the training and selection of young cadres at the grass-roots level,including: classified training,respecting the law,paying attention to the personality differences of young cadres at the grass-roots level,practicing,sharing information,and establishing the orientation of training young cadres at the grass-roots level;The exchange of posts,clear responsibility,the establishment of a unified responsibility system of reciprocity;improve legislation,maintain fairness,the establishment of an effective promotion and use mechanism.Hope that through the actual H-city,put forward to optimize the grass-roots young cadres training and selection mechanism. |
