Study On The Construction Of Care Service System For The Rural Left-behind Elderly In The New Era

Since the Eighteen Party Congress,the Central Committee with Comrade Xi Jinping as the core,has paid close attention to the problem of the left-behind elderly in rural areas.For this reason,the CPC Central Committee and the State Council repeatedly pointed out in the paper that we should speed up the construction and improvement of the care service system for rural left-behind elderly.In the New Era,the rural left-behind elderly are facing the challenge of accelerating the aging of population.Therefore,it is necessary to improve the rural elderly care service system.In this context,targeted research on the construction of care service system for the rural left-behind elderly in the New Era can provide theoretical support for China’s rural old-age security system,and provide effective reference for the people’s governments in the town,families,rural grassroots organizations and social organizations to solve the problem of care service for the rural left-behind elderly.This paper comprehensively uses the literature research method,empirical analysis method and interdisciplinary method to conduct a more in-depth and targeted research on the care service system for the rural left-behind elderly in the New Era.The paper consists of the following four chapters:The first chapter is the introduction,which describes the basis and significance of the topic selection,research status,research ideas and methods,innovation and shortcomings.The second chapter is the overview of care service system construction of the rural left-behind elderly in the New Era.First of all,the paper defines the concepts of the rural left behind elderly and the rural left-behind elderly care service system.Secondly,it expounds the necessity of the construction of care service system for the left-behind elderly in rural areas.Finally,it analyzes the demand orientation of the construction of care service system for the rural left behind elderly.The third chapter is the theoretical basis of the construction of care service system for the rural left behind elderly in the New Era.According to the people-centered philosophy of development,the living security thought and the precision poverty alleviation thought,a theoretical basis is built on the construction of the care service system in the New Era.The fourth chapter is the analysis of the current situation of the construction of care service system for rural left-behind elderly in the New Era.First of all,this paper combs the preliminary achievements in three aspects: the construction of care service platform for the rural left-behind elderly,the construction of care service network for the rural left-behind elderly,and the rural social comprehensive project.Secondly,the paper analyzes the main problems in the concept of rural left-behind families,the security of rural old-age service system,the care service resources of rural left behind elderly,the operation efficiency of care service mechanism and the construction of care service network.Finally,the root causes is the continuous restriction of urban-rural dual system and the influence of family planning policy.The fifth chapter refers to the measures for the construction of the care service system for the rural left-behind elderly in the New Era.In view of the problems faced by the construction of the care service system for the rural left-behind elderly,this paper puts forward relevant countermeasures,including establishing a new concept of providing for the aged,improving the protection of the care service system for the rural left-behind elderly,condensing the care service work of multiple social subjects,and improving the operation efficiency of the care service mechanism for the rural left-behind elderly.The innovation of this paper: the diversified needs of the rural left-behind elderly are classified and combined.And the internal influence and connection between different demand orientation are explored,which provides a new service idea for the care service supply of the rural left-behind elderly.In addition,the focus of the construction of the care service system for the rural left-behind elderly is to make efforts from both the service subject and the service object.On the one hand,we should learn from the targeted model of targeted poverty alleviation to innovate the supply mechanism of care services for the rural left-behind elderly.On the other hand,it can enhance the self-improvement awareness of the rural left-behind elderly from the two aspects of "supporting wisdom" and "supporting ambition".
