Research On The Construction Of The Risk Evaluation Index System Of Museum Copyright Authorization

In recent years,guided by the national policy of "Let the Cultural Relics Live",the museum’s cultural and creative industry has shown a rapid development trend.Copyright has become an important part of the museum’s intangible assets.The development of cultural and creative products through the copyright authorization model has become the choice of many museums.On the one hand,copyright authorization has strongly promoted the development of the museum’s cultural and creative industries,and on the other hand,it has also brought many risks to the museum.Issues such as copyright authorization risk evaluation and risk management have gradually attracted great attention from the theoretical and practical circles.Based on industry practice,using quantitative methods to comprehensively and systematically identify and scientifically and accurately evaluate museum copyright risk factors will help the management,prevention and control of museum copyright authorization risks,and promote the healthy and orderly development of my country’s museum cultural and creative industry.Based on the above analysis,this article starts from the perspective of museums,combines the development practice of my country’s museum copyright authorization industry,and uses a combination of qualitative and quantitative methods to construct a risk assessment index system.First of all,based on the summary of the status quo of copyright authorization of museums in my country,this article uses the Delphi method and the coefficient of variation method to identify risk factors according to the causes and characteristics of the risk,and finally determines that the authorized content selects the risk and is authorized The risk indicator system is composed of 16 secondary indicators including 5 first-level indicators including risk,legal dispute risk of authorized content copyright,and risk of commercialized development of authorized content.Secondly,this article uses the analytic hierarchy process to build a risk assessment model for museum copyright authorization,invites 12 experts in the industry to use the "1-9 proportional scale method" to score risk indicators,and select 10 effective experts to score data calculations through consistency testing Calculate the weight of each risk assessment index.The results show that in the first-level indicators,the risk of authorization contract drafting and the risk of authorized content selection are relatively high;in the second-level indicators,the risk of authorized product quality standard setting and the risk of authorized content copyright legal disputes are relatively high.Third,this article chooses XX museum as an empirical research case,and uses the fuzzy comprehensive evaluation method to calculate the copyright authorization risk value of0.4896,which belongs to the lower level of risk.The evaluation result is basically consistent with the practice of XX museum copyright authorization risk management,which preliminarily verifies the scientificity and effectiveness of the risk assessment index system.Finally,in view of the higher weighted risk in the museum copyright authorization risk assessment index system,this article combines the practice of museum copyright authorization in my country to improve the drafting and review of authorization contract clauses,strengthen the screening and review of authorized content,and strengthen the supervision of implementation links after authorization.4.Propose specific countermeasures and suggestions in four aspects,including optimizing the external environment of museum copyright protection.
