Research On The Organization And Function Of The Liaison Station Of CPPCC Members

General Secretary Xi made the remarks at the Central Conference of CPPCC that the CPPCC should perform their duties for the people,carry the voice and wishes of the people,improve living standards of the people.At the conference,the general secretary summarized the work and experience of the CPPCC during the past 70 years and pointed out the development direction for the CPPCC.The CPPCC should make active adaptation according to social developments,mobilize subordinate organizations to pay frequent visits to the masses,go deep among the masses and into the thick of the grassroots.By setting up subdistrict/township-level CPPCC members liaison offices,Party committees and governments at all levels can learn more about the actual conditions of the people,seek strong support from the people,and pool general wisdom to ensure scientific and democratic decision making,further dissemination and implementation of the Party’s policies and positions and maximize the benefits derived from settling differences,enhancing understanding and reaching consensus.In recent years,subdistrict/township-level CPPCC organizations have been established in counties and municipalities,which deliver unsatisfactory duty performance because of a series of problems and challenges.Aiming to improve the organizational structure and functional performance of the CPPCC members liaison office in L District in a way compatible with local realities by learning from successful experience and theoretical basis,this study presented an in-depth analysis of the current situation of the liaison office and pointed out three existing problems: lacking a sound organizational structure,poor functional performance,and inadequate performance of CPPCC members as the main actors.A cause factor analysis was conducted from three perspectives,including the lack of a satisfactory top-level design and management mechanism,insufficient support from the external environment,and inadequate performance of CPPCC members,and countermeasures were put forward accordingly: building a long-acting mechanism by strengthening the system of legal guarantees,promoting the legal position of CPPCC members liaison offices and refining the charter of the CPPCC;standardizing institutional support with infrastructure,staffing and training,and promoting the functional position of CPPCC members liaison offices;enhancing CPPCC member education by training and appraisal;creating a favorable environment by establishing closer ties between CPPCC members and their liaison offices,the masses,and Party committees and governments at all levels.Hopefully,this study can provide new insights and constructive support for organizational and functional improvements of the grassroots-level CPPCC organizations.
