| Under the background of a new round of institutional reform,General Secretary Xi Jinping attaches great importance to the affairs of veterans.In 2018,the State Council established the Ministry of Veterans Affairs,and issued the Law of the People’s Republic of China on the Protection of Veterans and other regulations and policies.The cause of military retirement has taken on a new look.Under the background of deepening reform in public institutions and the army,many problems have emerged in the operation of the management system of military rest service.This research adopts literature analysis,structured interview,questionnaire,empirical analysis and other research methods,with C Jun Xiu center as an example,analyzes the present situation of the research Jun Xiu service management system and problems,explore the practice of building a promotion,new Jun Xiu service management system,thus promote Jun Xiu business window to get great progress in the reform.This study adopts literature analysis,empirical analysis and other research methods to analyze and study the current situation and problems of the military rest service management system in C City,and explore the construction of a new type of military rest service management system that can be popularized and practiced,so as to promote the rapid development of the military rest service in the reform window period.This paper is divided into five parts: The first chapter is the introduction,which puts forward the questions,mainly introduces the research background,theoretical and practical significance,reviews the existing literatures and introduces the research methods and innovations of this research.The second chapter mainly explains the core concepts and theoretical basis involved in this study.The third chapter summarizes the development status of C City’s military rest service management system in four stages,from the embryonic establishment stage(1950-1985),the mature stage(1985-2004),the standardized development stage(2004-2018)to the innovation and exploration stage(2018-now),as well as the operational characteristics and role of the service management system.The fourth chapter focuses on the analysis of C City military center service management system in the process of operation problems and reasons.The fifth chapter puts forward the basic idea of how to construct an operable and practical service management system.After analysis,the conclusion is drawn that the development of military rest career cannot only rely on the update of service management means,but also from the construction of military rest service management system to start with the top-level design.At the same time,a military rest policy system is established to promote the integration and systematization of laws and related regulations on the management of military rest services. |
