| On April 16,2018,the Ministry of Veterans Affairs of the People’s Republic of China was formally established.The main responsibility of the Ministry is to establish a service management and guarantee system for veterans and safeguard the legitimate rights and interests of veterans.As an important part of the service support work of retired servicemen,military service work plays an important role and significance in consolidating national defense construction and making military personnel a respected profession in the whole society.At present,under the background of institutional reform,the military retired service management agency of Dalian city has achieved certain achievements in the service support work,stabilized the military retired retired cadres ’thinking,and ensured the political treatment and living treatment of military retired cadres.However,there are still some problems,including the inefficient operation of organizational organizations,the quality of military staff who need to be strengthened,and the slow development of military service management.Therefore,the paper through literature analysis,empirical analysis and interview method,obtained a certain amount of data and related typical cases on the basis of the Dalian city military service management problems,forming reasons and corresponding solutions.This paper mainly analyzes the three problems existing in the service management of military retreat in Dalian city: the rigid operation of service organizations;The quality of military staff needs to be strengthened;The socialization development of military service management is slow.The reasons for the above problems are mainly due to the unreasonable management structure and resource allocation;Service awareness and lack of responsibility;Service means and content are backward and unitary;The development of social organization is restricted by the objective environment.Failure to establish a scientific talent system.In view of the above reasons,combined with the current situation of the military retired service management organization in Dalian,this paper puts forward scientific countermeasures to improve the service management of the military retired in Dalian,using the relevant theories of public governance,service-oriented government and new public management.That is,optimize the management structure and resource allocation;(c)Strengthen the ideological education of staff;Optimizing innovation services;Promote the socialization of military service;Establish a scientific talent system.It is hoped that the relevant countermeasures will finally be implemented and that the military retired cadres will "have support for the elderly,the elderly,the elderly,the elderly,the elderly,the elderly,and the elderly."... |
