Study About The Working Mechanism Of Social Assistance In China’s Public Health Emergency

Public health emergency is related to people′s health and the stability of social.It also may affects politics of nationals,people’s life and development of economic development.Last few years,China′s public health emergency becomes more and its negative impacts also expands.For the victim in those emergencies,the probability of injury is 100%.It will even causes social panic.The causes of social panic are not only people’s fear of unknown diseases,but also because of imperfect social assistance.So,how to unite the government and society,improves my country’s social assistance working mechanism,prevent public health emergencies,play the active role of social assistance,ensure the normal operation of society and ultimately promotes healthy China’s strategic research.This has important theoretical and practical significance.This article is based on the social reality of China,like increasing demands for social assistance in public health emergencies,and uses the social assistance working mechanism in public health emergencies as an analysis framework.The analysis is based on the three sub-mechanisms that make up the working mechanism.According to actual research needs,this article comprehensively uses a variety of research methods and historical data,strives to discover the problems exposed by China’s social assistance in responding to public health emergencies,such as insufficient awareness of crisis prevention before public health emergencies occur,inadequate preparations for social assistance,difficult to take into account the dignity of the rescued when implementing the rescue work,some rescue departments shirk their responsibilities and the results of social assistance are not satisfactory.Through further analysis of existing problems,it is found that the reasons for those problems are the backward concept of social assistance,weak research in the field of public health,imperfect laws,imperfect social assistance projects,content and events,single body of aid in our country,the construction of public health information system is lagging behind and the guarantee of social aid resources is weak.On the basis of domestic and foreign superior experience,this article proposes corresponding countermeasures to improve the social assistance working mechanism in the public health emergencies in my country from the perspective of improving the three sub-mechanisms of the social assistance working mechanism.Countermeasures and suggestions for improving the dynamic mechanism of social assistance mainly include upgrade the concept of social assistance,in-depth research in the public health field,prepare public health emergency plans,emphasize the cultivation of professional talents,diversify public health education activities and enhance public welfare consciousness.Countermeasures and suggestions for improving the operate mechanism of social assistance include improve details of social assistance,supplement special assistance contents,implement social assistance according to local conditions,enrich assistance methods,develop multiple assistance entities and standardize social assistance processes.The strategies for improving the organization and management mechanism of the social assistance mainly include establish social assistance departments and systems with clear responsibilities,fully implement crisis prevention awareness,establish long-term early warning mechanisms,establish a complete social assistance security system and public health information system and perfect the laws of social assistance in public health emergencies.On the whole,this article through detailed analysis,calm reflection and serious summary of the working mechanism of social assistance in our country’s public health emergencies will helps stimulate the positive effect of our country’s social assistance in responding to public health emergencies.It can improve the prestige of the Chinese government,consolidate the strong leadership of our party and create a harmonious atmosphere in our society.It also can provide the world with "Chinese values" and "Chinese experience".Of course,the enhancement of the Chinese government’s ability to respond to public health emergencies and to perfect the social assistance working mechanism requires long-term hard work and unremitting efforts.This requires us not only to think about use social assistance deal with public health emergencies on a theoretical level,but also constantly discover and solve problems in actual practice and finally establish an efficient and feasible new mechanism.
