In our country,civil servants are the main body of national politics,economy,culture and other functions.They exercise public power,shoulder public mission and public responsibility.Whether civil servants’ salary can effectively play an incentive role not only affects the salary income and work efficiency of civil servants,but also relates to the realization of people’s interests and the future development of social economy.As one of the most important ways in the civil servant incentive system,salary incentive is of great significance to improve the work motivation of civil servants,reflect the value of human resources,realize the strategic goal of public sector,and maintain the orderly development and stability of the society.With the development of social economy,China has experienced many civil servant salary reforms,and the salary structure and growth mechanism have been gradually improved.At present,the salary system based on "rank salary system" is implemented.But with the passage of time,this way of salary distribution gradually shows its disadvantages in playing the role of incentive,such as the lack of salary incentive and single incentive mode,which makes it difficult to play its due role.In view of this situation,using the methods of literature research,case analysis and interview,the researcher takes S City,which is in the middle level of economic development and civil service pay,as the median and has a certain representativeness,as a case,on the basis of analyzing the history and current situation of civil service pay incentive in S city,With the help of equity theory,two factor theory and other theoretical tools,this paper analyzes the existing problems of civil servants’ salary in S City in terms of incentive strength,income gap,incentive mode,incentive orientation,etc.,and tries to analyze the civil servants’ salary structure,growth mechanism,incentive mechanism,incentive mechanism and so on Based on the analysis of the reasons for these problems,this paper puts forward some countermeasures to solve the problems of civil servants’ salary incentive in S City,such as increasing the proportion of basic salary,adding performance salary,introducing salary regulations,carrying out salary survey,strengthening assessment,and implementing reward and punishment system,It provides reference and help for the complex issue of civil servants’ salary to give full play to the role of incentive.
